JOB SUMMARY

The Assistant City Engineer is a manager level position in City of Manvel’s Development Services. This position is part of the City’s Development Review committee and plays an important role in ensuring quality development within the City. This position supports the City Engineer in effectively managing various engineering related projects and development activies within the City. This position reports to the Director of Development Services and works closely with Planning, Permitting, and Public Works team members to review a variety of development related applications. With advanced level knowledge and understanding of engineering principles, the Assistant City Engineer will exercise greater independence and judgment, receiving minimal supervision from the City Engineer / Director of Development Services. This position will supervise the work of Engineer I and provide timely guidance. This position will be responsible for making presentations to Boards, Commissions, and City Council as directed by supervisor or the management team. This position also involves regular communication and coordination with customers, developers, and other stakeholders involved in development within the City.

ESSENTIAL FUNCTIONS

Under general administrative direction from the Director of Development Services, supports the City Engineer in the administration of engineering activities in the City

Participates in master planning of infrastructure needs for the City.

Reviews and recommends modifications to design guidelines, construction specifications, and construction details.

Provides engineering support on Capital Improvement Projects as needed and oversee the preparation of plans, specifications, estimates, and contracts for major city projects.

Respond to concerns and inquiries from both the public and private sector, communicating all aspects of engineering as requested.

Attend City Council and Planning, Development and Zoning Commission meetings as required, and interface with other City and community organizations, as needed.

Prepare and perform verbal and written presentations to the City Manager, City Staff, Boards, Commission, and City Council.

Interpret, amend, or update codes and standards as necessary; remain current regarding developing trends and innovate engineering applications and changes in federal, state, and local regulatory practices.

Attend pre-development and pre-construction meetings as required; interface with other departments.

Review plats and civil site infrastructure plans for compliance with City codes and construction standards and generally accepted engineering practices.

Provide engineering support on zoning related applications.

Manages the engineering review of development related applications, traffic impact analysis, drainage impact analysis, and other such engineering reports.

Ensure coordination and collaboration with Public Works department on review of development related construction plans.

Work closely with Permits and Planning department staff to ensure review of plan submittals and other developemnt related applications are completed in a timely manner.

Work closely with other department heads, construction engineers, and developers and contractors regarding engineering.

Inspect civil infrastructure as needed during construction to monitor compliance.

Responsible for the overall direction, coordination, and evaluation of direct reports (Engineer I) and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Support City Engineer on matters related to floodplain management.

Responds to public inquiries, complaints, requests for information from the general public, as well as other departments.

Performs other related field and office work as assigned.

REQUIREMENTS

A. Education, Training, and Experience:

Bachelor’s degree in civil engineering or closely related field from an accredited school or university is required.

Four (4) years of professional engineering experience (preferably in a municipality or comparable public agency) in development, engineering, or public works is required.

Two (2) years of lead or supervisory experience with increasing responsibility is preferred.

Professional Engineering (PE) Registration by the State of Texas.

A valid Texas Class C Driver’s License.

B. Knowledge, Skills, and Abilities:

Knowledge of principals, practices, and methods of engineering.

Knowledge of Federal, State, and local laws and regulations related to engineering and floodplain management.

Knowledge of GIS mapping and ESRI’s ArcGIS Pro.

Knowledge of AutoCAD and BlueBeam.

Knowledge of Microsoft Office suite

Ability to read and interpret diagrams, site development plans, plats, and other technical material.

Effective oral and written communications skills, including the ability to relate technical information to the lay person, as well as interpersonal communication.

Prepare and deliver public presentations; speak in front of groups on a regular basis.

Ability to effectively manage time.

Ability to provide effective solutions when problem solving and making decisions.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, and plans to ensure that all requirements and regulations are met.

C. Physical Requirements:

Some tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items

D. Environmental Requirements:

Some tasks require exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes)

Some tasks require exposure to extreme heat/cold or extreme weather conditions

Some tasks require exposure to strong odors and/or smoke
