About the Company
This role is working for Tolley Limited, which is part of the G&L Group.
Tolley is a Health Technology Assessment (HTA) consultancy that supports clients with the generation of evidence to prepare the value case for UK HTA submissions, with a particular focus on rare disease and oncology treatments. We partner with pharmaceutical companies to provide bespoke, decision-focussed advice and materials, with the aim of increasing the chances of a positive outcome, and therefore expedited patient access to new therapies.
As part of a boutique team, you will have autonomy in all aspects of health economics in the projects you lead with encouragement to present your work at international conferences and in peer-reviewed journals as Tolley place emphasis on research and publication.
Summary of the role
- We are looking for an experienced (minimum 5 years) health economist/ health economics consultant to form part of our senior management team and co-lead on the development, adaptation, and critique of economic cost-effectiveness models, specifically for UK HTA.
- You should have strong experience constructing early conceptual models and HTA-ready models in Microsoft? Excel and experience with at least one statistical software package (R, Stata) for analysing patient-level data (such as survival modelling, utility regression analysis). It is beneficial for you to have in-depth experience of conducting feasibility assessments coupled with strategic insights to develop health economic strategies to inform HTA submissions to NICE, and SMC etc. Submission writing should be of high quality whilst working independently and as part of an experienced, bespoke team.
- Previous experience gained in an HEOR consultancy, and/ or working with or within pharma companies or an HTA organisation, would be valuable; also to help foster good working relationships with our clients. Previous experience of presentations at conferences, advisory boards/ workshops and a record of publication of abstracts/ posters and manuscripts is desirable.

Responsibilities of this role include
Your key responsibilities will be leading HTA projects involving cost-effectiveness and Budget Impact models, plus an understanding of the principles of key statistical approaches to indirect comparisons (NMAs, MAICs) and how these should be incorporated into economic evaluations to inform HTA submissions to UK bodies.
A knowledge of utility studies and structured expert elicitation would be welcomed, along with quantitative analysis of utility/ cost data for inclusion in economic models.
Another part of your role will be to write proposals for new projects and to establish and maintain links to commercial clients, key stakeholders (including KOLs and patient advocacy groups), the academic community, and regulatory bodies.
Requirements
- Several years of experience in health economics and economic modelling from consultancy, pharma, and/ or academia
- Experience of developing cost-effectiveness models, ideally in a wide range of therapeutic areas
- Experience in writing HTA submission dossiers, and providing post-submission support is essential
- A publication record alongside a post-graduate degree is highly favourable
