Texas Health and Human Services Commission requires the services of 2 Cloud Solutions Architect 3. The cloud architect is responsible for the cloud computing initiatives within an organization and directs the architectural aspects of a cloud brokering team across all aspects of IT and business. Responsibilities include planning and engineering the organization’s cloud computing infrastructure and applications, implementing and designing hardware and software, and ensuring compliance with industry standards and regulatory requirements.

The Cloud Solution Architect Will Be Responsible For

  • Design, develop and maintain cloud application architecture that aligns with business goals and technical requirements.
  • Design scalable, secure, and resilient cloud infrastructure that ensures best practices.
  • Assess current infrastructure and identify components suitable for cloud migration; develop comprehensive migration strategy.
  • Implement and validate migration, ensuring data integrity and system functionality.
  • Ensure compliance with industry standards and regulatory requirements.
  • Implement security measures to protect data and applications in the cloud.
  • Monitor cloud system performance and identify areas for improvement.
  • Implement solutions to enhance performance, scalability, and reliability.
  • Collaborate with stakeholders to understand business needs and translate them into technical solutions.
  • Provide guidance and support to other IT team members on cloud technologies and best practices.
  • Stay updated with latest cloud technologies and industry trends.
  • Identify opportunities for innovation and improvement in cloud architecture and services.
  • Guide technical and business decision-makers on AI/Machine Learning/Deep Learning and generative AI projects, mapping Azure, Google, and AWS services.
  • Analyze services to extract technical and business insights driving reference architectures, runbooks, and training content.

Minimum Requirements

Annual minimum experience and skills

  • 10+ years of experience architecting enterprise application solutions across on‑premises and cloud infrastructure.
  • 8+ years of experience architecting solutions on GCP and AWS.
  • 8+ years of experience developing cloud‑native application architectures across leading cloud platforms.
  • 8+ years of experience architecting solutions that utilize fit‑for‑purpose service models such as IaaS, PaaS, and SaaS.
  • 8+ years of experience in all phases of Machine Learning, Artificial Intelligence, and Deep Learning solutions using AWS or Google technologies.
  • Preferred: Strong understanding of virtual networks, VPNs, DNS, load balancers, firewalls, and cloud security frameworks.
  • Preferred: Familiarity with CI/CD pipelines, containerization (Docker, Kubernetes), and IaC tools like Terraform or CloudFormation.
  • Preferred: Proficiency in Python, Java, C#, and scripting languages for automation.
  • Preferred: Knowledge of API design, microservices, serverless architectures, and cloud‑native application development.
  • Preferred: Ability to analyze and optimize cloud costs while maintaining performance.
  • Preferred: Excellent verbal and written communication skills, ability to work effectively with cross‑functional teams.
  • Preferred: Skills in monitoring and analyzing system performance for optimal cloud operations.
  • Preferred: Experience with AWS technologies such as Bedrock, SageMaker, Redshift, EC2, Data Pipeline, Kinesis, and EMR.
  • Preferred: Experience with AI services like Transcribe or Google technologies such as Vertex AI, Agent Builder.
  • Preferred: Cloud certification (AWS Certified Solutions Architect, Azure Solutions Architect Expert, or Google Professional Cloud Architect).

Terms of Service

Services are expected to start 02/16/2026 and be completed by 08/31/2026. Total estimated hours per candidate shall not exceed 1,288 hours. Services will be performed during normal business hours (Monday–Friday, 8:00 AM–5:00 PM) unless otherwise coordinated.

Work Hours and Location

The primary work location is 701 W. 51st, Austin, Texas 78751. The position is hybrid—on site and telework. The candidate must be local to the Austin area (within 50‑mile radius). Travel, per diem, parking, and living expenses are the candidate’s or vendor’s responsibility, unless pre‑approved by the commission.

Other Special Requirements

The role is 3 days remote with 2 days (Monday & Wednesday) required onsite. Candidates must be local to the Austin area only. Subject to change per the hiring team.
