Signficiance, Inc. is seeking an experienced and highly analytical Senior Business Analyst to support the Transportation Services Division within the Department of Health and Human Services (HHS). This is hybrid role and the location is Gaithersburg, MD . This position requires the ability to obtain and maintain a Public Trust clearance.
This position plays a crucial role in data analysis, data-driven decision-making, and program oversight, supporting fiscal accountability and operational efficiency across transportation-related programs.
Required:
• Required Qualifications and Skills:
• Minimum of five (5) years of progressive experience as a Business Analyst or Systems Analyst, preferably within a government or public-sector environment.
• Expert-level proficiency in Microsoft Excel, including PivotTables, advanced formulas, Power Query, Power BI, and VBA/macros.
• Strong knowledge of budgeting, forecasting, cost analysis, and systems reporting principles.
• Demonstrated experience extracting, cleansing, and analyzing large datasets from multiple data sources.
• Proven ability to perform data mining and trend analysis to support strategic planning and cost control.
• Experience generating recurring analytical and systems reports for leadership and stakeholders.
• Strong analytical, problem-solving, and attention-to-detail skills.
• Excellent written and verbal communication skills, including the ability to present complex data clearly.
• Ability to work independently with minimal supervision while managing multiple priorities.
• Demonstrated ability to collaborate effectively within cross-functional teams.
Key Responsibilities:
• Analyze and manage complex datasets related to transportation operations, funding, and client billing.
• Develop and maintain advanced Excel-based systems models for forecasting, variance analysis, and travel trend reporting.
• Prepare and deliver monthly, quarterly, and annual budget and performance reports to HHS leadership.
• Support funding processes, billing reconciliation, and accounting activities for Travel Program customers.
• Conduct data mining and financial analysis to identify cost-saving opportunities and operational inefficiencies.
• Monitor key performance indicators (KPIs) and support data-driven decision-making initiatives.
• Collaborate with program managers, teams, vendors, and IT stakeholders to gather requirements and deliver analytical solutions.
• Design and maintain dashboards and visualizations to communicate findings effectively.
• Ensure compliance with all applicable federal, departmental, and systems reporting regulations.
• Support audits by preparing documentation and assisting with resolution of findings.
• Recommend and implement process improvements and automation strategies using Excel and related tools.
Desired Skills:
• Experience with government travel programs and/or policy.
• Familiarity with federal travel regulations, policies, and procedures.
• Experience with process mapping and documentation tools (e.g., Visio).
• Experience translating analytical findings into actionable business recommendations.
• Experience working with government travel systems or HHS-related Travel programs.
• Knowledge of public-sector data analysis tools and spreadsheets.
• Experience with data visualization tools such as Power BI or Tableau.
$98,000 - $106,000 a year
At Significance, your base pay is one part of your total compensation package and is determined within a range. Our pay ranges are based on the local cost of labor benchmarks for each specific role, level, and geographic location.
We carefully consider a wide range of factors when determining compensation, including but not limited to experience; job-related skill sets; relevant education or training; and other business and organizational needs. The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply. This position is also eligible for a comprehensive and generous benefits package.
