Job description
We are hiring a Senior Program Manager (full-time) to join UTHealth Houston School of Public Health in El Paso, Tx. In this role, you will oversee the day-to-day operations of the Texas Rural Hospital Officers Academy, including coordinating program activities, managing timelines and logistics, supporting participant recruitment and engagement, and working with internal and external partners to ensure successful program delivery. The ideal candidate for this role should have experience managing complex programs or initiatives, particularly within healthcare, higher education, or workforce development. Strong organizational, communication, and project management skills are important, along with proficiency in Microsoft Office and familiarity with virtual collaboration or learning platforms. Experience working with rural health organizations or leadership development programs is a plus.

Position Summary:
Develops, plans and manages all activities of the Rural Health Program and other program support at the UTHealth Houston School of Public Health. Candidate will support the creation and implementation of a program that will provide 100+ hours of annual training for rural hospital leaders on financial management, regulations, and organizational leadership through partnerships with higher education institutions.
Position Key Accountabilities:
• Oversees all aspects of the program/project activities. Sets deadlines, assigns responsibilities, and monitors project progress. Provides direction and guidance to department personnel.
• Stays abreast of new and updated regulations and policies and develops, implements, and manages
internal/external policies and procedures.
• Managers and organizes internal Rural Health committee activities
• Takes notes, schedules meetings, travels, reimbursements, and performs other office administrative duties for the project PI and all program-related activities.
• Manages/maintains annual budget, negotiates service contracts, reports on progress and/or authorizes
expenditures.
• Provides guidance to upper management and keeps them informed of key activities and makes periodic
progress reports.
• Manages partnerships with all stakeholders of the Rural Health Program regarding strategy and
collaborative opportunities.
• Works with MPACH Department administrator about project finances
• Interacts with representatives from state, federal, and private agencies regarding proposals and funded
projects.
• Marketing duties that consist of creating and editing various communications materials for the department/ program, which may include printed materials, website content, and/or department newsletters. Recruitment for program initiatives.
• Communicates with community and professionals to share objectives and outcomes. Prepares/makes oral
presentations at professional meetings.
• Supports the development of program curriculum, works with Canva, completes CEU process and
curriculum implementation
• Performs other duties as assigned.
Certification/Skills:
• Experience managing complex programs or initiatives, particularly within healthcare, higher education, or workforce development, preferred.
• Experience coordinating multi-stakeholder projects, managing timelines and budgets, and working with external partners is highly desirable.
• Experience working with rural health organizations or leadership development programs is a plus.
• Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
Minimum Education:
• Bachelor's Degree required May substitute required education with equivalent years of experience beyond the minimum experience requirement.
• Master's Degree in Business and Healthcare Management, preferred.
Minimum Experience:
• 7 years of applicable experience required
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
Security Sensitive:
This position is a security-sensitive position pursuant to Texas Education Code §51.215 and Texas Government Code §411.094. To the extent that a position requires the holder to research, work on, or have access to critical infrastructure as defined in Texas Business and Commerce Code §117.001(2), the ability to maintain the security or integrity of the infrastructure is a minimum qualification to be hired for and to continue to be employed in that position. Personnel in such positions, and similarly situated state contractors, will be routinely reviewed to determine whether things such as criminal history or continuous connections to the government or political apparatus of a foreign adversary might prevent the applicant, employee, or contractor from being able to maintain the security or integrity of the infrastructure. A foreign adversary is a nation listed in 15 C.F.R. §791.4.
Residency Requirement:
Employees must permanently reside and work in the State of Texas.
