JOB DESCRIPTION

ORGANIZATION: City of Lebanon LOCATION: City Hall

DEPARTMENT: Public Works DATE: March 2026

JOB TITLE: Assistant City Engineer JOB STATUS: Full-Time

SALARY GRADE: NU-019 FLSA Exempt: Yes

PURPOSE OF POSITION: Provide assistance in the planning, organizing and directing of the overall operation of the City’s Transportation, Water, Wastewater, Storm Drainage, and Environmental Divisions of the Public Works Department. The Assistant City Engineer may serve as the City Engineer in their absence and perform special projects as assigned in support of the Department.

ESSENTIAL JOB FUNCTIONS/DUTIES & RESPONSIBILITIES: The duties listed below include, but are not limited to, the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. All employees are expected to maintain professional proficiency by attending conferences and meetings, reviewing reports, reading professional journals, and networking with others in area served; maintain work area in a clean and orderly manner; maintain regular job attendance and adherence to working hours; follow all City policies; follow all established safety rules and procedures.

• Manage the daily activities of a wide range of engineering services related to capital improvement projects, facility planning, and environmental services. In conjunction with the City Engineer, determine project criteria, schedules, cost estimates, format, permits, and contract specifications; coordinate with other departments as needed.
• Supervise Engineering staff including prioritizing and developing work plans, evaluating staff performance, monitoring progress on reports and projects, establishing standards, and providing training and development for staff.
• Prepare and administer City contract services and service providers under supervision of the City Engineer.
• Assist the City Engineer with the preparation and administration of the Engineering budget; maintain and monitor appropriate budgeting and expenditure controls.
• Assist in the development of short and long-term goals in conjunction with master plans for major infrastructure systems.
• Respond to outside public and private agencies, citizen and staff needs, and inquiries relating to Engineering Services. Provide professional engineering support to City Council, Planning Commission, and other city committees and staff as required.
• Attend and participate at City Council and Planning Commission meetings in the absence of the City Engineer.
• Review and stamp engineering drawings and reports as required.

MANDATORY QUALIFICATIONS:

Education & Experience:
• A Bachelor’s Degree in an engineering discipline or related field from an accredited university.
• Four (4) years of experience in a public works environment, in addition to at least one (1) year of supervisory responsibilities, or any satisfactory combination of experience and training which demonstrates the skills needed to perform the essential job functions, duties and responsibilities.

Licenses & Certificates:
• Registration as a Professional Engineer (Civil) in the State of Oregon, or the ability to acquire within six months of appointment.
• Ability to receive security clearance from the Criminal Justice Information Services within the first 45 days of employment.
• Possess or obtain a valid Oregon driver license within the first 30 days of employment

DESIRABLE QUALIFICATIONS:
• Previous experience supervising engineers is desirable.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Accounting principles and practices and government budgeting practices, especially municipal budgeting procedures, policies, and fiscal accounting.
• Principles, practices, and policies of management and supervision of personnel.
• Principles, practices, and techniques of municipal water/wastewater treatment operations and maintenance.

Skill in:
• Personnel supervision.
• Planning, coordinating, and directing the operations of the Engineering and Utility Services Departments.
• Interpreting, understanding, and applying technical reports, statutes, rules, and regulations.
• Evaluating work priorities, procedures, and processes to determine their effectiveness and efficiency.
• Developing and implementing recommendations regarding work method procedures.
• Interpreting fiscal and accounting procedures, ensuring conformity to appropriate standards.
• Providing outstanding customer satisfaction (internally and externally).
• Proficient use of Microsoft Office and applicable specialized software.

Ability to:
• Communicate orally and in writing in a clear and concise manner.
• Represent the City positively and effectively in meetings with others.
• Establish and maintain effective working relationship with those contacted in the course of work.
• Negotiate effective solutions to complex problems.
• Handle critical emergency situations in a professional, effective, and efficient manner.

PHYSICAL DEMANDS OF POSITION: The physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this classification. WORKING CONDITIONS:
• Usual office working conditions. The noise level in the work area is typical of most office environments. Infrequent exposure to outdoor construction activities occurs less than 5% of the work time. Evening meetings and some travel are required.

SUPERVISORY RESPONSIBILITIES: May be responsible for up to 5 FTE.

SUPERVISION RECEIVED: Works under the direction of the City Engineer.

Generally M-F 8-5pm but schedule may vary depending on operational need.
