Description
Join Leidos as a dynamic Transportation Engineer to spearhead multi-disciplinary transportation research initiatives across federal, state, and local government contracts. We seek an individual with a robust background in transportation safety, operations, and data, complemented by a proven track record in managing complex projects, cultivating client relations, and delivering exceptional project outcomes. Your expertise in State DOT safety and operations programs, recognized through project involvement and publications, will be invaluable.
Location: McLean VA office, hybrid remote up to 50%
Candidates MUST: All applicants must be legally authorized to work in the United States with proof of legal status and be eligible for a Public Trust Clearance, which includes three consecutive years in the U.S. within the last five years.
Key Responsibilities
- Program and Project Management: Serve as Program Manager for a federal safety research contract. Act as the primary point of contact for clients, subcontractors, and internal teams. Oversee transportation safety, operations, and data research projects for federal, state, and local clients. Develop, implement, and maintain project plans, schedules, budgets, and deliverables. Assign tasks to team members, monitoring progress and quality of work. Foster strong client relationships while managing project budgets and timelines. Exhibit leadership with a collaborative management style, facilitating interactions with supervisors, colleagues, clients, and corporate partners.
- Technical Leadership: Guide project teams as the technical lead, shaping project vision and outcomes. Showcase in-depth knowledge of transportation system safety and operations or TSMO (Transportation Systems Management and Operations) strategies, emphasizing data's role. Identify research opportunities related to safety countermeasures and their application during the project lifecycle. Conduct safety reviews of infrastructure and designs, propose improvements, and collaborate with road safety audit teams. Manage intelligent transportation systems, including real-time traffic monitoring and traffic signal networks. Coordinate maintenance activities and oversee asset management for traffic control devices. Ensure transportation plans and operations align with established safety guidelines and best practices.
- Proposal Development: Lead proposal development and bid strategy for new transportation research projects. Contribute to the creation of compelling proposals and lead labor estimates.
Required Qualifications
- Master's degree or higher in Transportation Engineering, Civil Engineering, Systems Engineering, or a related field.
- 12+ years of relevant experience in managing federal, state, and local transportation projects, particularly in safety, operations, or data research.
- Experience with State and local DOTs, the Federal Highway Administration (FHWA), and/or USDOT ITS Joint Program Office.
- Strong proficiency in transportation research methodologies, data analysis, and program management best practices.
- Demonstrated experience in project financial management, invoicing, and contract compliance.
- Proven ability to manage multiple stakeholders, including government agencies, subcontractors, and internal teams.
- Experience in business development, including identifying new market opportunities, building strategic partnerships, and driving portfolio growth.
- Ability to obtain and maintain a Public Trust clearance (which includes three years of immediate residency in the U.S.).
- Must be legally authorized to work in the United States without company sponsorship.
Preferred Qualifications
- Familiarity with IRB, safety research and development projects, and Vulnerable Road User research.
- Possess an active Project Manager's Professional certification.
- Understand multi-modal transportation planning principles, theories, and practices.
- Experience in operations, safety, Connected and Automated Vehicles (CAV), Intelligent Transportation Systems (ITS), Transportation Systems Management and Operations (TSMO), shared mobility, and active transportation.
- Involvement in business development activities, including written proposals and client relationship development, execution of communications projects, and project budget development.

Anticipated salary range for this role: $120,000-$155,000
