ABOUT OATH
The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.
JOB DESCRIPTION
OATH seeks to hire a First Deputy Commissioner to oversee adjudicatory divisions at the tribunal. Reporting directly to the Commissioner and Chief Administrative Law Judge, this role will provide comprehensive support to OATH’s adjudicatory and related divisions which include:
- Trials Division
- Special Education Hearings Division
- Appeals Division
- Hearings Division
- Clerk’s Office
Duties include
- Supervising reporting Deputy Commissioners and providing strategic guidance to their teams.
- Working collaboratively with the General Counsel and the deputy commissioners of adjudicatory divisions, analyzing legal challenges to uniformly address them.
- Collaborating with the Executive team to support the execution of Commissioner’s vision for the agency, translating strategic operational and policy goals into actionable initiatives and recommendations.
- Tracking progress of agency strategic goals across reporting divisions and managing the execution and addresses internal and external roadblocks.
- Promoting interdivisional collaboration and alignment at the agency.
- Supporting the maintenance of a positive organizational culture.
- Leading special projects as assigned.
- Liaising with government agencies, City Hall, and other legislative bodies, with support from the division leadership as needed.
- Preparing and reviewing policy materials and recommendations for Commissioner approval.
- Providing support for budget hearings and oversight reviews.

New York City Residency is not required for this position
EXECUTIVE AGENCY COUNSEL - 95005
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
