*This role is aligned to the Diamond Infrastructure Solutions (“Diamond Infra”) company and will be seconded from Dow to Diamond Infrastructure Solutions until January 1, 2027. At that time, the role will become directly aligned to the Diamond Infrastructure Solutions Company. *
About this role
Diamond Infrastructure Solutions has an exciting opportunity for a Site HR Manager located in Plaquemine (LA) or Hahnville (LA).
The Site HR Manager is the primary HR business partner for operational sites supporting the Diamond business across Louisiana (Plaquemine, Grand Bayou, St. Charles). The role provides end-to-end HR support, including employee relations, talent management, skills and learning execution, contractor workforce management, and local talent sourcing. Partnering closely with site leadership, and Diamond corporate HR, the position ensures workforce capability, compliance, and operational continuity in a dynamic Gulf Coast operating environment.
This role requires credibility with frontline and senior leaders, and the ability to translate business strategy into practical workforce solutions. The incumbent holds ultimate accountability for site people activities in compliance with local labor laws. Strong analytical judgment, influencing skills, and the ability to lead complex problem-solving efforts and cross-functional initiatives are essential. This is a site-based role supporting a 24/7 workforce, with time spent in both office and operational settings and travel required across Louisiana sites.
Responsibilities
Site HR Partnership & Employee Relations
- Serve as the on-site HR partner for leaders, supervisors, and employees across union and non-union populations for all site HR needs
- Provide day-to-day guidance on HR policies, procedures, performance management, attendance, and conduct
- Lead employee relations matters including investigations, disciplinary actions, grievance response, and corrective action in alignment with labor agreements and company policy
- Support a positive employee experience while maintaining consistent application of policies and labor agreements
Talent Management – Skills & Learning and Talent Acquisition
- Partner with the Senior Talent Manager and Diamond business leadership to execute site-level talent management strategies focused on skills, capability, and workforce readiness
- Support skills assessment, qualification tracking, and role-based competency development for hourly and salaried roles
- Coordinate and deliver learning initiatives specific to Diamond business needs, including:
- Technical and operational skills development
- Leadership and supervisor capability building
- Partner with Dow corporate Learning & Development teams to localize and implement Diamond appropriate enterprise programs at the site level
- Support succession planning and internal talent pipelines for critical roles
- Support local talent sourcing strategies to meet site workforce needs, including supporting local recruiting events, job fairs, and community outreach initiatives
- Partner with Talent Acquisition to fill hourly, skilled trades, and salaried roles
Contractor Workforce Management
- Serve as the HR point of contact for contractor workforce management at the sites.
- Maintain contractor rosters, role clarity, and workforce data in alignment with site and corporate requirements
- Partner with HR Leadership, Procurement, Operations, and site leadership to:
- Monitor contractor utilization and cost
- Ensure appropriate role scope and classification
- Support evaluation and execution of contractor-to-employee conversions, including business case development, selection processes, and onboarding
- Ensure consistent application of contractor policies and site expectations
Required Qualifications
- A minimum of a bachelor’s degree or relevant military experience at or above a U.S. E5 or Canadian Petty Officer 2nd Class or Sergeant ranking.
- 4+ years of progressive HR experience in an operational or site-based environment
- Strong knowledge of U.S. employment and labor laws
- Demonstrated ability to partner effectively with frontline leaders and union representatives

- A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position.
Preferred Qualifications
- Degree discipline in Human Resources, Business, Labor Relations, related field or equivalent experience
- Experience in manufacturing, chemical, energy, infrastructure, or industrial operations
- Experience with skills-based workforce models and technical learning programs
- Contractor workforce management experience
- Multi-state Gulf Coast experience
Skills
- Employee Relations Case Management: Lead employee relations cases end-to-end, including investigations, corrective actions, and grievance resolution
- HR Policy Guidance: Provide day-to-day coaching to leaders on policy interpretation and application across the site
- Labor Relations Execution: Interpret CBAs, support grievance handling, and prepare leaders for labor-related discussions and meetings.
- Site HR Partnership: Serve as the primary on-site HR partner, translating site and business needs into people actions
- Stakeholder Influence: Build effective working relationships with leaders and HR partners to drive alignment and resolution
- Skills & Learning Delivery: Coordinate and deliver site learning initiatives, including technical training and supervisor capability development
- Talent Pipeline Execution: Partner with Talent Acquisition to support workforce planning, pipelines, and local sourcing strategies
- Contractor Workforce Oversight: Oversee contractor workforce practices, monitor utilization, and support contractor-to-employee conversions
