The Opportunity:

CACI is currently looking for an experienced Program Cost Analyst SME to join our program business team. The Project Control SME will provide expert guidance and support in project management, control, scheduling, and knowledge of Earned Value Management Systems (EVMS) within the Department of Defense (DoD). This role requires a deep understanding of DoD regulations, project control methodologies, and the ability to ensure projects are delivered on time, within scope, and on budget. The ideal candidate will have extensive experience in project control functions, including cost estimation, schedule development, performance measurement, and risk management.
 
Responsibilities:

Project Controls Leadership:

  • Lead the development and implementation of integrated project control frameworks consistent with DoD acquisition policies and contract requirements

  • Establish and enforce project control standards, tools, and methodologies across program portfolios

  • Provide strategic guidance to project managers on planning, execution, and performance measurement


Schedule Management:

  • Support the development and maintenance Integrated Master Schedules (IMS) using scheduling software such as Microsoft Project.  Act as a backup scheduler as needed


Project Control:

  • Establish and maintain Performance Measurement Baselines (PMB) and Work Breakdown Structures (WBS)

  • Generate monthly reports and present findings to program leadership and government customers

  • Develop comprehensive cost estimates and validate budget requirements for programs

  • Track and analyze program expenditures against approved budgets and funding profiles

  • Identify cost drivers and trends; recommend corrective actions for adverse cost performance

  • Support the preparation of funding requests and budget justification documents


Reporting and Communication:

  • Prepare executive-level status reports, briefings, and dashboards for internal and external stakeholders

  • Communicate project performance, trends, risks, and forecasts to government customers and senior leadership

  • Ensure transparency and accuracy in all project control reporting


Compliance and Quality Assurance:

  • Ensure all project control activities comply with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and contract-specific requirements

  • Support Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) audits and reviews

  • Maintain audit-ready documentation and records


Training and Knowledge Transfer:

  • Develop and deliver training programs on project controls, scheduling best practices, and EVMS principles

  • Mentor project control analysts and team members to enhance organizational capability

  • Promote a culture of continuous improvement in project management practices Qualifications:

Qualifications:
Required:
Education:

  • Bachelor's degree in Engineering, Business Administration, Finance, Project Management, or related field

Certifications:

  • Project Management Professional (PMP) certification required

Experience: 

  • Minimum of 15 years of progressive project controls experience supporting DoD or federal government contracts
  • Demonstrated expertise implementing and managing EVMS light
  • Extensive experience developing and analyzing Integrated Master Schedules for complex, multi-year programs.  Able to backfill the project scheduler as needed in a DCMA compliant program
  • Proven track record supporting government program reviews, audits, and compliance activities
  • Experience in Excel pivot tables, lookups, and generating tables for analysis

Technical Skills:

  • Advanced proficiency in Primavera P6, Microsoft Project, or equivalent scheduling tools
  • Strong working knowledge of EVMS software platforms 
  • Proficient in Microsoft Office Suite, particularly Excel for data analysis and reporting
  • Familiarity with DoD acquisition lifecycle, contract types

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$95,500-$210,100
