Job Summary

The Law Enforcement Training Specialist supports the Dallas Police Department’s comprehensive training and education programs. This role is responsible for the full spectrum of instructional system design, specifically supporting and enhancing training through instructional media development, including e-learning, graphic design, video capture, and video editing. The position further supports the Department’s values of operational readiness, constitutional policing, and public trust by delivering research-informed and performance-based training. This position plays a critical role in advancing officer safety, professional development, and legally defensible practices through enhanced multi-modal teaching and learning opportunities.


Job Description
 

Overview

The Law Enforcement Training Specialist supports the Dallas Police Department’s comprehensive training and education programs. This role is responsible for the full spectrum of instructional system design, specifically supporting and enhancing training through instructional media development, including e-learning, graphic design, video capture, and video editing. The position further supports the Department’s values of operational readiness, constitutional policing, and public trust by delivering research-informed and performance-based training. This position plays a critical role in advancing officer safety, professional development, and legally defensible practices through enhanced multi-modal teaching and learning opportunities.

Essential Functions 

1 Supports the development of new and updated law enforcement training curricula grounded in adult learning theory, instructional design models, and operational relevance.

2 Designs and maintains Texas Commission on Law Enforcement-compliant lesson plans, instructor guides, PowerPoint presentations, and digital media for a wide range of law enforcement-related topics.

3 Enhances instructional content for both classroom-based and blended learning environments, including graphic design, video capture, and video editing.

4 Produces high-quality instructional videos, interactive e-learning components, and visual aids to enhance officer engagement and knowledge retention.

5 Integrates practical tools such as cue cards, job aids, General Orders/Standard Operating Procedures references, and visual infographics into instructional programs for use in the field.

6 Facilitates training events and supports subject-matter experts and instructors to ensure delivery methods are relevant to diverse learner populations.

7 Develops formative and summative assessments (written examinations, scenario evaluations, skill checklists) to measure training effectiveness and participant comprehension.

8 Implements training evaluations to capture feedback and guide program improvements.

9 Manages the scheduling and coordination of training events and initiatives.

10 Maintains accurate training records utilizing departmental policies, procedures, and platforms.

11 Tracks instructor qualifications and bios to ensure current and competent delivery of content.

12 Participates in strategic planning efforts and works directly with training staff and other relevant parties to design proactive training solutions to identify and meet training needs.

13 Prepares formal training reports and performance summaries to provide status updates.

14 Draft internal memoranda and program documentation related to training programs and status requests.

Knowledge, Skills, and Abilities

  • Knowledge of contemporary law enforcement practices, constitutional policing standards, and adult learning methodologies.

  • Demonstrated experience designing and implementing training, including lesson plan development, PowerPoint development, and evaluation development.

  • Demonstrated experience in graphic design and media development, including graphic design, video capture, and video editing for educational and training purposes.

  • Proficiency with multimedia tools, learning management systems, and Microsoft Office.

  • Strong verbal and written communication skills, including the ability to write defensible lesson plans and present complex material clearly to diverse audiences.

  • Analytical and research abilities to develop curriculum and evaluate training effectiveness.

  • Collaborative mindset and ability to build strong relationships amongst training staff.

  • Ability to maintain confidentiality, act with discretion, and represent the department in a professional capacity.

MINIMUM QUALIFICATIONS:

EDUCATION:

  • Bachelor’s degree in Business Administration, Education, Construction Management, or Instructional Design. 

EXPERIENCE:

  • Three (3) years or more of professional experience in training and development, including experience in graphic design, video capture, and video editing for educational and training purposes.

EQUIVALENCY(IES):

  • High School diploma or GED plus seven (7) years of the specified experience will meet the education and experience requirements.

  • Associate degree (or higher) in any field plus five (5) years of the specified experience will meet the education and experience requirements.

  • Master’s degree in Business Administration, Education, Construction Management, or Instructional Design plus one (1) year of the specified experience will meet the education and experience requirements.

LICENSES AND CERTIFICATIONS:

  • Must possess or obtain a Texas Commission on Law Enforcement Basic Instructor Certification within six (6) months of hire.

OTHER REQUIREMENTS:

  • Work is performed in a combination of office, classroom, and field training environments.

  • Occasional evening or weekend training events required.

  • Regular standing and physical movement during instructional activities.

  • May involve participation in tactical or scenario-based training that requires physical exertion and the use of training safety gear.

  • Must pass an intensive background investigation and drug test.

  • No FELONY or Class A MISDEMEANOR convictions.

  • No Class B MISDEMEANOR convictions within the last ten (10) years.

  • No family violence convictions.

  • Cannot currently be on deferred adjudication for any FELONY, Class A or Class B MISDEMEANOR.



Salary Range

 

$62,379.20 - $76,585.60
