Description of Work
The Counselor in Charge is located in the Wilmington Unit (New Hanover County) and is responsible for providing vocational rehabilitation services to eligible individuals with disabilities, supporting them in achieving and maintaining competitive employment. The role manages a high volume of monthly referrals and delivers services in accordance with State, Federal, and Agency policies and guidelines.The incumbent exercises independent judgment in casework decisions, except in instances requiring approval by the Unit Manager, Chief of Policy, or other designated authority. This position also provides guidance and instruction to assigned counselors on casework issues, reviews and approves casework for designated Rehabilitation Counselor I staff, and monitors assigned caseloads for outcome goals, budgets, and overall program management. Caseload assignments for casework approval are determined by the Unit Manager based on unit needs.
Job duties include but not limited to:
Develop and implement individualized plans of rehabilitation services for eligible consumers,
-To orchestrate and oversee the provision of planned services,
-To directly provide guidance and counseling and job placement assistance,
To develop and maintain networks of service providers, employers, and community resources,
To engage in various administrative duties (including case service documentation, caseload management, program and fiscal planning, and staff and other administrative meetings),
To participate in training and professional development activities.
Provide casework supervision for non-independent counselors as assigned.
Provide casework consultation and approval of successful outcomes to all counselors as designated and ensures services are provided to eligible consumers.

Recruitment Range: $50,088 - $72,000
Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.
The following Management Preferences are not required, but applicants that possess these skills are preferred:
Knowledge of casework methodology and techniques of rehabilitation counseling
Knowledge in communicating casework policies and procedures to staff.
Knowledge of how to build relationships with consumers, family members, and/or various professional and specialty services involved in the rehabilitation process.
Position is funded in part through federal funds.
**Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours**

Master’s degree in rehabilitation counseling or counseling from an appropriately accredited institution and two years of experience as a rehabilitation counselor;
OR
Current certification as a Certified Rehabilitation Counselor by the Commission of Rehabilitation Counselor Certification (CRCC), and two years of experience as a rehabilitation counselor;
OR
an equivalent combination of education and experience.
Necessary Special Requirement: Successful completion of the agency requirements for independent counselor status.
