Senior Product Owner - SDLC & ITSM Platform (Atlassian)

Location: Remote Function: SDLC Tooling / IT Service Management (ITSM) Environment: Defense Healthcare Medical Systems (DHMS) / PEO Overview

We are seeking a Senior Product Owner / Platform Lead to lead delivery, sustainment, and evolution of an enterprise Atlassian-based SDLC and ITSM platform supporting the Defense Healthcare Medical Systems (DHMS) portfolio.

Working closely with the Government Product Manager, this role drives end-to-end product execution, balancing operational service delivery with forward-looking enhancements. You will own backlog prioritization, Agile delivery, release coordination, and platform governance-ensuring alignment with DHMS modernization initiatives. Key Responsibilities Product Ownership & Delivery

  • Lead end-to-end execution of platform delivery across the full SDLC lifecycle:
  • Requirements, development, testing, deployment, and sustainment
  • Translate stakeholder needs into prioritized backlog, user stories, and releases
  • Align delivery with Government Product Manager priorities Agile Execution & Backlog Management
  • Own backlog prioritization across:
  • ITSM tickets
  • Enhancements
  • Technical debt
  • Lead Agile ceremonies:
  • Sprint planning
  • Backlog refinement
  • Release coordination

ITSM Operations & Platform Sustainment

  • Oversee ITSM operations including:
  • Incidents, service requests, and change management
  • Ensure:
  • SLA adherence
  • Ticket throughput
  • Platform stability

Platform Roadmap & Enhancements

  • Plan and execute platform enhancements and releases
  • Support workflow optimization and capability delivery
  • Align roadmap with DHMS SDLC modernization initiatives Team Leadership
  • Lead a team of ~7 personnel supporting:
  • ITSM operations
  • Platform enhancements
  • Provide direction, workload management, and performance oversight Governance & Release Management
  • Ensure release readiness and governance
  • Coordinate with:
  • Systems engineering
  • Test & evaluation
  • Infrastructure teams
  • Minimize operational risk during deployments Atlassian Platform Management
  • Oversee configuration and optimization of:
  • Jira
  • Confluence
  • Jira Service Management (JSM)
  • Support migration to Atlassian Cloud (ahead of Data Center EOL)
  • Align platform with enterprise standards and architecture Performance Tracking & Reporting
  • Track metrics such as:
  • Ticket throughput
  • SLA performance
  • Backlog health
  • Provide regular updates to stakeholders and leadership Risk Management
  • Identify delivery and platform risks
  • Drive mitigation strategies using data and operational insights Required Qualifications
  • 5+ years of experience in:
  • Product ownership
  • SDLC delivery
  • Platform management
  • Strong experience with:
  • Agile methodologies (Scrum, backlog management, releases)
  • Full SDLC lifecycle
  • ITSM operations (incident, change, service request)
  • Proficiency with Atlassian tools:
  • Jira
  • Confluence
  • Jira Service Management (JSM)
  • Proven ability to:
  • Balance operations and enhancements
  • Manage competing priorities
  • Deliver results in complex environments
  • Strong stakeholder communication skills
  • U.S. Citizenship required (ability to obtain/maintain CAC) Key Competencies
