Job description
The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots and abandoned vehicles from City streets.
The Department of Sanitation’s Bureau of Legal Affairs (BLA), Office of Employment and Disciplinary Matters (OEDM), commonly referred to as the Advocate’s Office, is seeking to hire a Principal Administrative Associate. The Advocate’s Office provides legal counsel on employment and personnel matters and prosecutes employees charged with violating Department rules, policies and procedures, pursuant to civil service law. The Advocate holds in-house conferences with Union attorneys several times per month; cases that are not settled at in-house conferences are heard at the NYC Office of Administrative Trials and Hearings (OATH). When appropriate, the Department Advocate refers employee violations of the City Charter to the New York City Conflict of Interests Board (COIB) and/or Department of Investigation (DOI), and acts as liaison regarding discipline of those matters.
Under supervision, the candidate’s responsibilities shall include the following, but not be limited to:
- Assist with Disciplinary Conferences.
- Determine employees to be scheduled, based on their disciplinary history and existing complaints, create trial calendars, create and retrieve associated files, ensure that all parties receive notices, complaints and associated documents/data, collect evidence from various bureaus/units, coordinate with the Health Care Facility (HCF) for trial dates and sick employees reporting to Department trials.
- Maintain lists of cases that have been adjourned to OATH, schedule OATH cases, provide OATH staff with associated documents, retrieve evidence from other units.
- In the absence of the Supervisor/Special Investigator, meet with employees who have been arrested and are required to report to OEDM for notification, advise employees regarding post-arrest/disposition next steps.
- Respond to internal and external disciplinary inquiries, communicate with relevant units within the Department regarding employee discipline, maintain supply inventory.
Note: Internal Posting Open to all DSNY Permanent Principal Administrative Associates ONLY.
