Job description

Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies and critical infrastructure sectors, is seeking a Program Manager to support the Haiti End-Use Monitoring (EUM) program based in Port-au-Prince, Haiti.

PROGRAM MANAGER

Location: Port-au-Prince, Haiti (OCONUS, full-time in-country)

Security Clearance: Secret (required)

Citizenship: U.S. Citizen required

POSITION SUMMARY

The Program Manager (PM) is the senior contractor representative overseeing an End-Use Monitoring (EUM) program in Haiti. The PM leads a team responsible for verifying the condition and transferred assets, ensuring compliance with applicable policies, and serving as the primary liaison with the customer.

KEY RESPONSIBILITIES

  • Oversee all contract deliverables, quality control, reporting, and day-to-day program execution.
  • Serve as the primary contractor point of contact with the customer.
  • Lead field inspection activities to verify the presence, condition, and proper use of transferred assets.
  • Direct asset inventory and documentation efforts across multiple sites throughout Haiti.
  • Coordinate and approve all in-country travel, including liaison with security personnel for movement authorization.
  • Manage armored vehicle fleet in accordance with program requirements.
  • Supervise preparation and timely submission of all required reports and deliverables.
  • Lead review and improvement of monitoring protocols; develop tools and training materials for program staff.
  • Ensure all personnel meet security, training, and compliance requirements.
  • Represent the contractor at asset transfer and handover events.

REQUIRED QUALIFICATIONS

  • Minimum five (5) years of experience in monitoring and evaluation, strategic planning, process mapping, performance management, and/or auditing and administration.
  • U.S. Citizen.
  • Secret Clearance.
  • At least two (2) years' experience as team leader or managing staff.
  • At least two (2) years' experience supporting overseas logistics programs, preferably OCONUS and in defense articles.
  • Experience developing training materials, procedures, and policy.
  • Fluent in English, additional fluency in French and/or Haitian Creole preferred.
  • Proficient computer skills including Microsoft Word, Excel, and Outlook.
  • Proven ability to produce clear, concise, written reports and presentations in English.
  • Based in Port-au-Prince, Haiti.
  • Able to drive armored vehicles.
  • Excellent interpersonal skills.
  • Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience in the security assistance, export compliance, or property accountability sectors.
  • Fluency in French and/or Haitian Creole.
  • Familiarity with U.S. Department of State program compliance frameworks.
  • Experience operating in high-threat, post-conflict, or complex overseas environments.

WORKING CONDITIONS & SECURITY REQUIREMENTS

This position is based full-time in Port-au-Prince, Haiti. Given the high-threat security environment, all personnel must adhere to strict security protocols, including the use of armored vehicles for field work. Personnel must be medically fit for deployment, maintain appropriate insurance coverage including medical evacuation, and complete all required health and security training prior to arrival in country.
