What you do
This role is responsible for managing building MEP services operations and maintenance on properties and facilities. This role reports to the Centre Manager (Property Management), working closely with other property and facilities management personnel in the team to ensure the smooth operations and maintenance of the properties.
Day-to-day management of the building MEP services operations. This includes ACMV, electrical distribution, lighting, plumbing, sanitary, fire protection, fire alarm, elevator and escalator, security, telecommunications, audio-visual and other ELV systems in the building.
Manage, coordinate and implement preventive, corrective, and predictive maintenance programs, schedules and procedures for the MEP services systems and equipment.
Attend to feedback on building MEP services operations by tenants (internal and external) of the building. Manage and coordinate the response and rectification.
Ensure building MEP services operations and maintenance is in compliance with applicable codes, standards, regulations and best practices for MEP services systems and equipment.
Operate and maintain the MEP services systems as stipulated under the BCA Green Mark (or any other sustainability certification) as applicable.
Manage and maintain the building MEP services asset list, drawings, operations & maintenance manuals.
Conduct regular inspections, audits and assessments of the MEP services systems and equipment as well as water audits and implement water efficiency measures.
Monitor and analyse the performance, efficiency, reliability and safety of the MEP services systems and equipment.
Troubleshoot and resolve any issues or problems related to the MEP services systems and equipment.
Plan and manage building MEP services systems upgrade, life-cycle replacement and enhancement to improve overall building operational efficiency.
Plan and manage annual power shutdowns and other major activities for the buildings.
Manage and coordinate the response to incidents that disrupt building MEP services operations.
Conduct incident investigations, identify causes of incidents, manage corrective and preventive measures to address root cause of incident. Monitor response and track resolution.
Manage the procurement of MEP services contractors and suppliers, from shortlist and pre-qualification, through the tender process, award, contract preparation and onboarding.
Manage term and adhoc contracts to ensure delivery to the agreed scope, standards and service levels in the agreement. Monitor the performance against set targets.
Manage and supervise appointed contractors according to the respective contractual specifications.
Manage, supervise, train and mentor the maintenance team of technicians on the property.
Manage the implementation of sustainability initiatives, energy management plans and smart building programs on the properties.
Participate in the research and evaluation of new technologies, methods, and innovations for the improvement of the MEP services systems and equipment.
Support the preparation of annual operating and capital budgets. Manage all expenditure within approved budgets.
Support the preparation of internal business approvals documents for projects and expenditure.
Oversee the fitout works in the building carried out by building tenants. Review the MEP services design and submittals by tenants’ contractors and inspect the works in progress and at completion in accordance with building guidelines and operational requirements.
Any other ad-hoc duties as assigned.
Who you are
At least 8 years of relevant experience in property management and building engineering services operations in high-rise commercial buildings.
Knowledge of the principles, practices and techniques of building mechanical & electrical engineering operations, maintenance, analysis and troubleshooting.
Knowledge of the codes, standards, regulations and best practices for building MEP services systems.
Experience in managing in-house technical teams and external service providers to deliver operations and maintenance services.
Self-driven and motivated to succeed, with an ability to work independently in a fast-paced and demanding environment.
Able to multi-task, be organised and resourceful to drive outcomes and achieve deadlines.
Good interpersonal and communication skills (verbal and written).
Degree in Mechanical or Electrical Engineering, or any other relevant building services engineering disciplines.
Certifications such as Water Efficiency Manager (WEMP), Green Mark Manager (GMM) or Green Mark Facility Manager (GMFM) by Building and Construction Authority (BCA) or Singapore Certified Energy Manager (SCEM) would be an advantage.
