The Tactical Radars and Effectors department within Raytheon Hardware Engineering supports the development, production, and deployment of multiple defense products including radars, missiles, command and control systems, and naval electronics.  The products support US Government and international customers.

We have an opportunity for a flexible, Senior Principal Mechanical Engineer Proposal Lead, who is seeking to utilize their background in mechanical engineering, military product development and production, with experience leading proposal technical and costing activities. The successful candidate will utilize their strong communication, both verbal and written, and organizational skills to craft strongly researched and well written engineering bids.

This position will be to support the various radar, missile, and launcher product lines and may require domestic and international travel to suppliers, Raytheon facilities, and customer sites.  

This position will be an onsite role based in San Diego, CA.

What You Will Do

  • Support the development and analysis of proposals from assessing Request for Proposal (RFP) requirements, communicating proposal strategy to team, creating compliant estimates and cost volume, and supporting through audits, negotiations, and awards.  
  • Ensure proposals comply with all FAR and internal requirements.
  • Work with other functions from across the company to understand the labor, material and other direct costs associated with proposed contracts
  • Utilize company estimating and pricing programs and tools
  • Provide estimating support for the development of Basis of Estimates to include validating and analyzing actuals and/or supplier quotes, ensuring consistency, and assessing the estimating approach
  • Prepare and present concise proposal development and review presentations for program/company leadership review and approval of proposals.

Qualifications You Must Have  

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience or An Advanced Degree in a related field and minimum 7 years experience.
  • Experience in a technical leadership role on prior proposal developments.
  • Experience leading and conducting trade studies utilized in the development of proposal technical baselines.
  • Experience working across multiple functional and discipline organizations to successfully resolve technical and programmatic challenges.

Qualifications We Prefer 

  • Demonstrated organization and analytical skills to solve complex challenges
  • Ability to work both independently and as an integral team member working closely with various functions including program management, finance, contracts, and supply chain.
  • Must have strong verbal and written communication skills, as well as the ability to interact and tailor messages with senior levels of management and customer organizations
  • Experience meeting deadlines and working in a schedule driven environment
  • Experience in a financial setting working with numbers, data sets, or computations.
  • Knowledge and experience with proposal development, price buildup, and estimating and pricing processes
  • Knowledge of and/or experience with federal proposal regulations including but not limited to: FAR, DFAR, TINA
  • Ability to take strategic proposal direction from program leadership and identify actionable direction for the proposal engineering team.
  • Experience with standard bidding tools and basis of estimates summaries with metrics allocations.

The salary range for this role is 145,600 USD - 276,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
