Senior Manager, Bus & Fleet Technology:
LA28’s Senior Manager, Bus & Fleet Technology will lead the planning, development, integration, and operational readiness of technology systems and applications that support LA28’s Bus and Fleet transportation services during the Olympic and Paralympic Games. This role is responsible for delivering a suite of operational technologies, including fleet management platforms, dispatch and tracking tools, scheduling systems, driver applications, journey planning solutions, and dashboards, that are reliable, scalable, and aligned with the needs of transport operations and stakeholders.
Working within the Transport Functional Area, the role will collaborate closely with Bus and Fleet Operations, LA28 Technology, Honda, Uber, and the Games Transport Program Integrator (GTPI), as well as other third-party vendors, to define system requirements, support development and testing, and drive readiness for Games-time delivery.
The Senior Manager will lead the integration of multiple transport technology platforms, ensuring they operate as a cohesive ecosystem across the Bus Operations Center (BOC), Fleet Operations Center (FOC), depots, and field environments. This includes coordinating the delivery of transport technology and data feeds into Games-wide operational settings such as the Main Operations Center (MOC), Transport Operations Center (TROC), and centralized dashboards, enabling timely, accurate, and actionable information for real-time decision-making.
The role requires strong technical and operational judgment, the ability to manage complex integrations, and a collaborative approach to working across functional areas and external partners.
During Games-time, the Senior Manager will support live technology performance, monitor system outputs and dashboards, and enable bus and fleet teams with the tools needed to deliver safe, efficient, and data-informed transport services.
The ideal candidate will be strategic, proactive, and highly organized, capable of overseeing interdependent bus and fleet systems and operational workstreams, resolving complex issues, and guiding teams with autonomy. The Senior Manager, Bus & Fleet Technology will report directly to their manager within the Transport Functional Area, while operating within a matrix structure that includes deliverables accountability to Directors across both Bus Operations and Fleet Operations. The role will also collaborate closely with leaders across Transport, as well as the Technology and Readiness Functional Areas.
Key Responsibilities:
Technology Strategy Planning and System Development
- Lead the planning, development, and delivery of bus and fleet technology systems required to support Games-time transportation operations.
- Define operational requirements for systems including GPS tracking, dispatch platforms, fleet management systems, driver applications, and journey planning tools.
- Guide the development and integration of transport applications to ensure they meet operational needs and align with LA28’s overall technology architecture.
- Collaborate with LA28 Technology and external vendors to ensure systems are secure, scalable, and operationally resilient.
Systems Integration and Program Management
- Oversee the integration of multiple transport systems and applications supporting bus and fleet operations.
- Manage system dependencies across transport platforms, ensuring seamless connectivity with enterprise and Games-wide technology solutions.
- Support solution selection, requirements documentation, and validation of systems against operational needs.
- Identify risks across transport technology systems and implement mitigation strategies.
Operational Readiness
- Lead system readiness activities, including testing, simulations, and operational validation exercises.
- Develop user guides, training materials, and technical documentation to support system adoption by operational teams.
- Ensure bus and fleet technology platforms are fully prepared for Games-time operations, including contingency planning for system disruptions.
Games-time Operations
- Monitor real-time operational data and system performance through the Bus Operations Center (BOC) and Fleet Operations Center (FOC).
- Facilitate the real-time flow of transport data into Games-wide command environments (MOC, TROC, and dashboards) while supporting operational teams with live tools and data-driven insights to enable timely, informed decision-making.
- Coordinate with venue transport teams, dispatch functions, and technology partners to resolve system issues and maintain operational continuity.
Data Management and Reporting
- Support the development of dashboards and reporting tools to track key operational metrics such as service reliability, utilization, routing efficiency, and operational performance.
- Ensure the integrity, accuracy, and appropriate governance of transportation data systems.
- Use data insights to support operational decision-making and improve service delivery.
Stakeholder Coordination
- Serve as the primary point of coordination for bus and fleet technology systems across internal teams and external partners.
- Collaborate with functional areas including Technology, Workforce, Security, Accreditation, and Venue Transport to ensure system integration and operational alignment.
- Represent the transport technology workstream in meetings with partners, vendors, and operational stakeholders.
Leadership and Team Management
- Provide leadership and direction to managers, senior associates, and associates supporting bus and fleet technology systems.
- Set priorities, manage workloads, and support team development to ensure effective delivery of transport technology initiatives.
- Experience in leading a workstream across FAs and seniority levels (i.e. managing upwards and against challenges).
- Demonstrates comfort operating and leading within a matrixed environment, serving as a technical specialist within delivery-focused teams while collaborating extensively across functional areas and external vendors to meet operational and system needs.
- Takes ownership of defined workstreams within a matrix and vendor-reliant structure, proactively driving progress, aligning stakeholders, and delivering outcomes in complex, cross-functional environments.
- Contribute to workforce planning and organizational readiness for transport systems delivery.
Background & Requirements:
- 7+ years of experience in fleet transport technology, fleet systems, mobility systems, logistics operations, systems integration, or large-scale operational programs.
- Experience managing complex technology systems supporting transportation or operational services.
- Demonstrated experience leading multi-stakeholder projects involving system development, integration, and operational readiness.
- Strong understanding of a range of transport and operational technology systems, including fleet management platforms, GPS/automatic vehicle location (AVL) systems, scheduling tools, and workforce management systems, with the ability to apply this knowledge to support integrated operational delivery.
- Experience working with technology vendors, system providers, and operational stakeholders to deliver integrated technology solutions.
- Experience supporting large-scale events, mobility programs, or complex operational environments is advantageous.

Education:
- Bachelor’s degree in Computer Science, Information Systems, Information Technology, Transportation, Logistics, Engineering, or a related field. Or alternatively, 9+ years of specialized work experience.
- Master’s degree may substitute for two years of experience.
- Training or certifications in project management, technology systems delivery, mobility systems, or program management are beneficial.
- Experience with major event delivery, large-scale mobility operations, or public agency coordination strongly preferred.
Physical Requirements and Working Conditions:
- The position is located in Los Angeles with in-person attendance required.
- Frequent travel in Los Angeles between, venues and other sites. Must be responsible for own travel by any mode.
- The LA28 office is an open floor plan working environment. Employees must be able to work efficiently in an open cubicle environment.
- There will be a requirement for working hours outside of traditional business hours/days to support special events, travel, and the 2028 Games.
The annual base salary range for this position is $105,000.00 - $140,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
