Job description
The New York County District Attorney’s Office Information Technology Bureau is seeking a highly motivated Information Technology Project Owner/Requirements Engineer to bridge the gap between the business objectives and technical execution. This hybrid role combines strategic ownership of the project vision and delivery with detailed technical and functional requirements engineering. The successful candidate will serve as the primary liaison between stakeholders and development teams, ensuring projects are both well-defined and executed to deliver maximum value.
Responsibilities include but are not limited to
- Define and communicate the project vision, scope, and deliverables aligned with business priorities.
- Develop prioritize and manage the product development to maximize delivery, represent stakeholder interests and act as the main point of contact for cross functional teams.
- Collaborate with project managers, developers, and QA to ensure alignment with strategic objectives. Participate in planning, reviews, and retrospectives.
- Monitor progress, resolve impediments and negotiate trade-offs between scope time and resources. Illicit and analyze functional and non-functional requirements through stakeholder interviews and document analysis.
- Translate business needs into clear user stories, use cases and technical specifications.
- Create and maintain requirement documents including process flows, wireframes, and matrices.
- Support development and QA teams with requirement clarification and updates throughout the development life cycle.
- Validate and verify the deliverables to be sure they meet business and technical expectations. In addition to the Minimum Qualification Requirements, candidates must possess the following:
- Bachelor’s degree from an accredited college; and
- Minimum two (2) to four (4) years of experience in computer science information systems or relevant experience. Preferred Requirements/Skills:
- Proficiency with project and requirement management tools such as Jira, Azure DevOps or similar.
- Previous coding experience a plus.
- Excellent communication negotiation stakeholder and management skills required.
- Strong understanding of agile and traditional software development methodologies with proven ability to manage project scope while delivering high tech documentation.
Hours/Shift
- A temporary 5-day schedule will be required for onboarding and training requirements (Monday to Friday) 9:00 am to 5:00 pm.

- Current office employees: To be eligible for a transfer or promotion, staff must have already served at least 1 year in their current unit/bureau/department and be in good standing. In addition, must meet the minimum and additional qualifications of the position.
- Looking for candidates that can make a two (2) year commitment to the hiring unit.
- Authorization to work in the United States is required for this position.
COMMUNITY COORDINATOR - 56058
- A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
