Title:Contractor Special Security Officer

Job Summary:

The Contractor Special Security Officer will work on-site provide day to day security support for a new Special Access Program (SAP) facility. The successful candidate will be responsible for all aspects of the industrial security program which will include:

Roles and Responsibilities:

  • Interpreting and implementing the Intelligence Community Standard (ICD) 705.
  • Create and maintain Standard Operating Procedures (SOP), System Security Plans (SSP), Approval to Operate (ATO), and Appointment letters.
  • Monitor the development and execution of a Security Education, Training and Awareness (SETA) program that includes, but is not limited to; indoctrinations, briefings, foreign travel, couriers, OPSEC plans, event-driven briefings, and debriefings.
  • Visitor control and badging.
  • Perform and coordinate testing of intrusion detection systems and maintain Underwriters Laboratory (UL) certifications.
  • Perform self-inspections.
  • Manage and facilitate Government-led inspections.
  • Maintain personnel records utilizing the Joint Access Database Environment (JADE) system.
  • Manage customer reporting program (reportable/adverse info)
  • Process classified visit requests and orchestrate classified visits/meetings.
  • Provide conference and meeting scheduling and support.
  • Fulfill the duties of the (SAO) SAP Accountability Officer.
  • Maintain document control/database records to include creation, receipt, dispatch, tracking, destruction of documents and media.  This includes electronic and physical transmissions in accordance with policy and facility guidelines.
  • Utilization of the Joint Access Database Environment (JADE) and submit Program Access Requests (PARs).

Facility Security Officer (FSO)

  • Ensure government, company, and customer-specific security requirements are effectively implemented within the facility.
  • Oversee administration and integrity of information systems processing classified information.
  • Ensure Open Storage areas are effectively controlled and monitored.
  • Participate in corporate-led initiatives to include promulgation of new, or revisions to existing policies and procedures governing NISP/ICD activities.
  • Interacts directly with governmental oversight and law enforcement agencies, as necessary to include direct interface with DCSA/USG Program Security Officers (PSO) during inspections and audits.
  • Investigate security infractions and prepare reports to both internal and external customers.
  • Maintain accountability of communications security (COMSEC) devices and their associated keying material.
  • Identify, monitor, and provide briefings to management and employees on key security issues which have the potential to impact business operations.
  • Process employees for security clearances and track required training.  This includes working with governmental entities to arrange SCI accesses and briefings.
  • Coordinate briefings for employees travelling internationally.

Basic Qualifications:

  • A Bachelor’s degree from an accredited college or university.  Eight years of experience may be substituted for the degree.
  • A minimum of (10) years of experience within DoD environment in either collateral or Special Access Required environments, which includes a working knowledge of DoDM 5205.07 Series, Risk Management Framework (RMF) and Joint SAP Implementation Guide requirements, and expertise in developing security related procedures, processes, and accreditation documents necessary to adhere to these requirements is required.
  • Thorough working knowledge of the National Industrial Security Program Operating Manual (NISPOM (32 CFR 117)) and its supplements, overprints and other related government regulations (e.g. DoDM 5205.07 Vols 1-4, DoDM  5105.21 M1, JSIG and ICDs).
  • Experience with inventory control of documents using an automated document control system is required.
  • Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information. A current Top Secret Clearance with a Single Scope Background Investigation (SSBI) completed within the last 5 years is required.
