Job description

Work location: Greater Area of Toronto (GTA)

Reporting to the Director, Operations, the incumbent is responsible for following established organizational procedures and conducting audits of safe work practices for civil construction activities performed by qualified contractors. The role ensures adherence to applicable construction standards, safety rules, regulatory requirements, and relevant laws and guidelines (e.g., Electrical Utility Safety Rules, Occupational Health and Safety Act, traffic control standards, and other industry regulations).

The successful candidate will carry out a range of tasks related to quality and safety auditing, including evaluating construction work and workmanship, verifying compliance, and documenting site activities. Responsibilities include progress reporting, witness testing, dimensional and visual inspections, and conducting safety inspections across short-, medium-, and long‑term project timelines.

PRE‑CONSTRUCTION

  • Review the Green Construction Folder (GCF) and all relevant construction documentation prior to attending pre‑job and pre‑construction meetings.
  • Review civil design packages in advance of pre‑job and pre‑construction meetings.
  • Lead or contribute to pre‑job meetings and identify/review critical tasks for construction.

IN‑CONSTRUCTION

Site Visits and Reporting

  • Conduct random audits of safe work practices for construction activities performed by qualified contractors to ensure adherence to organizational construction standards, electrical safety rules, occupational health and safety legislation, and applicable laws and guidelines
  • Verify contractor compliance with construction standards, safety rules, procedures, and regulatory requirements.
  • Collect and validate required project documentation from contractors, including safety forms, permits, and site assessments.
  • Confirm contractor adherence to applicable laws and guidelines (e.g., traffic control manuals, municipal consent, regulatory requirements).
  • Verify that construction work and workmanship comply with approved project drawings, specifications, and applicable regulations (e.g. O. Reg. 22/04).Ensure onsite work is completed in accordance with technical specifications for civil construction, with attention to detail, quality, and public safety.
  • Be present onsite during critical tasks and perform inspections as required by the critical task checklist.
  • Document and validate daily construction progress, including deviations from the original design due to field conditions, scope changes, or design issues, following the established change‑order process.
  • Capture photographic evidence of work progress and workmanship as needed.
  • Verify that materials installed by contractors match the approved bill of materials and comply with organizational construction standards and specifications.
  • Maintain a daily construction activity log, including measurements, marked‑up drawings, and relevant photos.
  • Review the project inspection schedules and track inspection hours.

Monthly Billing, Change Orders & Reporting

  • Verify monthly quantities of installed materials and completed work units submitted by contractors to support interim and final payment processing.
  • Validate contractor measurements for civil work related to permanent restoration (e.g., pavement, sidewalks, curbs) and provide supporting documentation such as photos and daily logs.
  • Review cut‑repair drawings and documentation to support future invoice validation.
  • Follow established change‑order procedures and audit, verify, and validate contractor change‑order submissions.
  • Review and validate contractor change orders for accuracy and compliance.
  • Confirm that materials installed by contractors align with the approved bill of materials and meet required standards and specifications.
  • Provide project status updates to internal stakeholders as required.
  • Participate in site meetings, progress meetings, and variance reviews as needed.
  • Attend contractor tailboard meetings on a random basis.

Safety and Quality Non‑Compliance

  • Document and report any quality, safety, or administrative non‑compliance issues to the designated client representative, following the client’s non‑conformance reporting process.
  • Immediately report serious infractions to the contractor’s site representative and stop work in life‑threatening situations.
  • Participate in accident/incident reporting processes as required.
  • Present safety‑related non‑compliance reports during client monthly safety meetings and review all NCRs during contractor review meetings with clinet.

CLOSE‑OUT

  • Conduct final walk‑downs and document deficiencies.
  • Validate completion of work and sign off on attainment/close‑out forms.
  • Issue incomplete‑work tickets when required and follow up with contractors to ensure completion.
  • Identify and report deficiencies through Quality Non‑Compliance processes and follow up during the warranty period.
  • Issue safety non‑compliance reports for unresolved site safety issues.
  • Validate and accept as‑built civil drawings prepared by the contractor in accordance with applicable standards (e.g., CSA S250).
  • Validate and accept as‑built electrical drawings prepared and signed by a competent contractor’s representative in accordance with regulatory requirements and client close out procedure.
  • Review returned construction documentation and follow the close out checklist to identify outstanding items.
  • Verify material lists for civil work where materials were supplied by the owner.
  • Complete post‑construction meeting checklists.
  • Prepare and submit project finalization reports.
  • Prepare and share lessons learned during post‑construction reviews.
  • Participate in post‑construction and variance review meetings.

OTHER RESPONSIBILITIES

  • Maintain project information and execution reports, drawings, and ensure that project documents are current and valid.
  • Produce daily, weekly, and monthly reports as required.
  • Manage project information and maintain up‑to‑date project documentation and markup drawings
  • Follow up with contractors or clients to obtain required documents.
  • Prepare project progress statements and reports.
  • Collaborate with team members and other inspectors to prepare reports for clients.
  • Respond to contractor/client inquiries, maintain positive working relationships, and support issue resolution.
  • Work with project managers to provide required reporting and coordinate with contractor representatives.
  • Prepare spreadsheets and project tracking tools as needed.

 

EDUCATION:

  • Holds a valid Certified Engineering Technologist (CET) designation

or

  • Degree in Civil Engineering; registration as a Professional Engineer (P.Eng.) in the applicable province or jurisdiction is considered an asset

EXPERIENCE:

  • Over 3 years of relevant experience

General skills:

  • Strong time management skills
  • Ability to write detailed and comprehensive technical reports in Word and/or Excel format.
  • Candidates must be proficient in using various types of computer software (Word, Excel. PowerPoint & Outlook).
  • Proven ability to manage and coordinate multiple projects in a fast-paced, highly professional environment.
  • Candidates must demonstrate excellent verbal and written communication skills including grammar and composition.
  • Ability to work well with others & independently.
  • Proven time management skills and a strong attention to detail.
  • Works well under pressure.
  • Extended hours and shift work may be required from time to time.
  • Travel between project sites or client locations within the city or surrounding region may be required periodically.Ensures full compliance with the company’s Health & Safety, Code of Integrity, and Professional Conduct policies.
  • Ability to plan and prioritize
  • Must have a valid G-Class driver’s license

Specific technical skills:

  • Advanced skill in site inspection to verify compliance with drawings & technical specifications; perform visual inspections according to the criteria
  • Excellent in maintaining records of work quality and overseeing project non-conformance reporting process
  • Experienced in monitoring construction, work schedule, keep daily inspection logs, photographs & receipt inspections, communicate project status, ensuring execution proficiency, accuracy, and professionalism
  • Knowledge in project scope, change control, defect and warranty claims, escalating issues & resolve disputes
  • Excellent in developing project documents, procedures to support QA and QC, complete the necessary quality forms related to monitoring or inspection work; obtain information required for carrying out the work
  • Ability to read and interpret drawings& specifications based on engineered design.
  • Knowledge of the following civil standards; Canadian Civil Code, CSA, ASCE, ETC.
  • Knowledge of Toronto Hydro specifications, drawings, and work methods is an asset.
  • Skilled in identifying non-conformances, workmanship issues, and safety risks.
  • Experience in inspection & supervision of construction projects for Roads, building, bridges, towers, highways, etc.
  • Experience in inspection of all type of footing, foundation, installation & assembly would be an asset.
  • Experience in underground utility projects
  • Familiar with Urban and municipal works
  • Familiar with Book-7 and Road work safety and traffic control
  • Familiar with work safety and general hazards
  • Experience in inspection & supervision of construction projects for Infrastructures, utilities, urban development, power distribution, pilling, roads, building, bridges, towers, highways, etc.
  • Experience in inspection & supervision of construction activities for excavation, shoring, deep foundation
  • Knowledge on reading underground utility drawings and locate drawings
  • Knowledge on hydro vacuum excavation and day lighting
  • Experience in temporary support for underground utilities (cable, water main, gas, …)
  • Knowledge in City of Toronto MCR and regulation for Construction/development in Urban
  • Knowledge in minimum clearances for construction around utilities
  • Experience in Inspection & Test witness of construction material.
  • Experience in project management. is an asset.
  • Must be able to read, understand and follow work instructions in a safe, accurate and timely manner.

 

Wage: $ 31-51 an hour based on experience + benefits.
