Job Summary

This position is located in the Parking Enforcement Management Administration of the Department of Public Works. The Parking Control Division has responsibility for maintaining adequate traffic flow throughout the City by ensuring adequate availability of parking in commercial, business areas and in neighborhoods through the enforcement of meter parking regulations, residential zone parking and other general parking regulations. The incumbent is responsible for coordinating and overseeing the activities of the citywide enforcement and compliance responsibilities in parking management. The incumbent of this position is a second level supervisor, who is responsible for ensuring that the work and assignments of the first level Supervisory Parking Enforcement team are carried out in accordance with program and operational objectives.

Duties And Responsibilities

The incumbent coordinates and collaborates daily with supervisors to provide guidance and support, and to develop and implement programmatic and operational improvements. Incumbent analyzes and evaluates operational issues identified through reports, performance observations, and service-request reviews. Monitors staff performance, identifies performance concerns, and takes appropriate corrective action. Ensures that assignments of subordinate personnel support the established performance goals, objectives, priorities, policies, and special instructions of the Administration and the Division. Reviews, evaluates, and recommends improvements to existing parking-enforcement work methods, policies, procedures, and regulations. Oversees staffing needs to meet shift requirements and assesses on‑street enforcement to improve efficiency and personnel use. Prepares or reviews reports on productivity, performance, and operational issues.

Qualifications And Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Licenses and Certifications

The incumbent of this position is required to hold and maintain a valid driver’s license.

Work Conditions/Environment

Duties are executed in an office setting as well as outdoors, which may involve exposure to extreme weather conditions. Incumbent may be subject to aggressive and uncooperative behavior from members of the public protesting against the issuance of citations. Frequent walking and extensive driving may be routinely required.

Other Significant Factors

Tour of Duty: The incumbent of this position may be required to work various unconventional rotating shifts, which may include overnight hours and weekends. Work may require mandatory overtime, including observed holidays.

Collective Bargaining Unit: This position is not in the Collective Bargaining Unit

Duration of Appointment: This position is At Will. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to criminal background check; traffic record check (as applicable); pre-employment drug and alcohol test; reasonable suspicion drug and alcohol test; post-accident or incident drug and alcohol test; random drug and alcohol test; and return-to-duty or follow-up drug and alcohol test.

Essential Designation: This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
