You will lead complex sourcing initiatives, develop competitive bid processes, and ensure adherence to applicable legislation, trade agreements, and internal policies. Working closely with internal clients and external vendors, you will promote fairness, accountability, and best value while supporting the responsible stewardship of public funds. Whether you live in Thunder Bay, you’re looking to return, or excited to make the City your new home, join a team where your skills, expertise, and presence is recognized, and make a real impact to our community. *A remote/hybrid work arrangement may be considered for this role* How You’ll Shape Procurement Services In this role, you will be responsible for leading the procurement of the commodities assigned in accordance with the City of Thunder Bay Procurement By-law, providing technical direction, and have the following key accountabilities: Preparing specifications and processing tenders in accordance with policies as defined by the Manager – Supply Management. Preparing and summarizing competitive bids and draft Purchase Orders in accordance with policies as defined by the Manager – Supply Management. Performing product research and locating and selecting sources of supply. Reconciling discrepancies between invoices and purchase orders. Interviewing, corresponding negotiating with sales people/company representatives and reporting results as required. Assisting in the disposing of surplus, obsolete or scrap material or equipment for all Civic departments. Maintaining an awareness of price structures, trade agreements, relevant legislation, sales tax, and other tax applications. Authorizing and participating in emergency purchases of material, equipment, and services within established guidelines. Supporting City departments with contract negotiations, contract management, and performance reviews. Preparing, issuing, and facilitating all steps within a procurement process (i.e. all RFx, EOI, Single/Sole Source), from scope review, to development, through contract award/execution. Utilizing electronic bidding sites, and other related tools, for posting and managing procurements. Participating in saving and maintaining all related procurement files, including procurement related statistics (i.e. KPI).
