Job description

The Code Development unit is responsible for managing the periodic update of the NYC Construction Codes and Electrical Code, development of new codes (e.g., NYC Existing Buildings Code and NYC Waterfront Code) and maintaining the Department's library of reference standards. The unit coordinates technical, advisory, and managing committees, which are composed of external subject matter experts and stakeholders from industry, labor, real estate, City agencies, design professionals, and Department staff.

The Code Development Coordinator will report to the Deputy Directors of Code Development. Under supervision, with some latitude for independent initiative and judgment.

Responsibilities include

  • Coordinating and participating in code development meetings.
  • Preparing documents for committee and legal review.
  • Assisting with the creation of technical material for code committee review.
  • Organizing code committee assigned work including document version control.
  • Tracking code committee progress and ensuring that overall project schedule is met.
  • Identifying issues that need follow-up, resolution, or attention for the Assistant Commissioner and Executive Director.
  • Coordinating training sessions for industry stakeholders, DOB, and other city-wide staff regarding code changes.
  • Assisting with the code development mediation process that facilitates dispute resolution.
  • Creating and maintaining databases, spreadsheets, and other tracking systems.
  • Drafting meeting summaries and status reports.
  • Preparing documents in local law formatting for legal review.
  • Assisting in special projects for code development leadership.
  • Liaising between department technical and legal staff, and committee chairs and members.
  • Identifying code provisions which require operational changes.

CIVIL SERVICE STATUS: Only those who are permanent in the Staff Analyst civil service title, applicants who are reachable on the Staff Analyst open competitive list, and applicants as indicated below will be considered.

STAFF ANALYST - 12626

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
