Why This Role Matters:
At Bluestaq, mission success requires financial precision and contract discipline at every stage of a program. As a Program Cost Control Analyst, you’ll be the financial backbone supporting our project teams, monitoring contract funding, maintaining project data in Unanet, and ensuring every dollar is tracked, coded, and reported with accuracy. From project start-up through close-out, your work ensures our program managers have the financial visibility they need to make decisions that matter. Whether supporting domestic programs or international efforts, you’ll help keep Bluestaq’s projects compliant, on-budget, and mission-ready.
You will be charged with the planning, tracking, analyzing, and reporting of projects varying in contract type, size, complexity, and level of risk. The ideal candidate is a detail-driven, self-motivated professional who thrives in a fast-paced environment and takes ownership of program financial health from day one.
Key Responsibilities:
- Monitor contract funding status and initiate changes, corrections, and modifications. Send out percentage spent notifications when/where applicable.
- Manage project setup and maintenance (including project numbers, labor categories, rates, etc.) inside of the Unanet Software System.
- Assists Program Manager in duties related to financial performance, planning, tracking, and reporting as required for each contract.
- Communicate timecard, invoice, and expense practices for the program/project and proactively monitor program/project timecards and subcontractor invoices are processed in a timely manner.
- Timely review of contract invoicing every month.
- Ensure accuracy of appropriate project cost coding and JTR regulation compliance and education to the team.
- Expense/Travel Report Review/Tracking on a daily basis.
- Process required project reports, monitor project costs, identify and resolve issues.
- Interface with Contracts, Accounting, and HR to ensure integration across teams.
- Communicate project status and findings to management.
- Directly Support internal and external project reviews.
- Apply cross-functional business and financial management knowledge to ensure contract financial and reporting compliance.
- Develop and prepare finances to support Monthly Status Reports (CDRLs).
- Support ad hoc requests by internal management and external customers.
- Support Management in continual process improvement.
- Interaction/Support to international/commercial projects.
- Tracking ODCs related to international travel (DBA Insurance, Hardship Pay, etc.).
- Possible Contract Billing(s) through Unanet’s ERP System
Required Qualifications & Skills:
- Experience providing project accounting and controls support for Federal Government contracts.
- Familiarity with the Federal Acquisition Regulation (FAR).
- Proficiency in Microsoft Excel, including advanced capabilities such as Power Query.
- Experience working with enterprise resource planning (ERP) systems in a government contracting environment.
- Demonstrated ability to work independently with a high degree of flexibility, initiative, and self-motivation.
- Strong sense of ownership and accountability for project outcomes.
Preferred Qualifications & Skills:
- Demonstrated experience working with a variety of contract types.
- Strong attention to detail with the ability to manage multiple tasks and effectively prioritize competing demands.
- Proven stakeholder management, engagement, and collaboration skills, coupled with a growth-oriented mindset.
- Experience working with Unanet accounting software is preferred.
- Excellent written and verbal communication skills, with the ability to clearly convey complex concepts and adapt messaging to diverse audiences.
- Strong analytical skills, with the ability to identify underlying patterns and key insights in complex scenarios.
- Ability to independently prioritize responsibilities and appropriately escalate emerging issues.
- Demonstrated resilience, with the capacity to perform effectively in ambiguous or rapidly changing environments.
- Strong sense of ownership and accountability for project outcomes.
- Experience in government contract pricing.
- Experience in commercial pricing and cost management.
Required Education & Experience: 4+ years in Program Cost Control experience with Bachelor's degree in business/accounting and finance or equivalent combination of education and experience.
Clearance Requirement: This position may require the ability to obtain a TS/SCI Clearance. To be eligible for a security clearance, U.S. citizenship is required, and an employee must agree to participate in a background screen and credit check. Eligibility for a TS/SCI Clearance will be assessed as part of the onboarding process or based on programmatic needs.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
- Must be able to access and navigate each department at the organization's facilities.
Relocation: This position does not offer relocation. Candidates must live in the immediate area or relocate at their own expense.
