Job description

Who You Are: (Job Summary) 

The Environmental Compliance Manager – Pre-Development/Development supports QTS’s rapid growth by providing environmental compliance leadership during the design and construction of new and expanding data center campuses. This role partners closely with Development, Construction, Engineering, and external consultants to ensure environmental permits, plans, and regulatory obligations are fully integrated into construction execution.

This position is hands‑on, field‑engaged, and solution‑oriented, ensuring environmental compliance is achieved while supporting safe, efficient, and on‑schedule project delivery—always in alignment with QTS Core Values.


What You Will Do: (Job Responsibilities) 
 

Pre-Development/Development Environmental Compliance Leadership

  • Serve as the environmental compliance subject‑matter expert for pre-development and development projects.
  • Interpret and implement environmental permit conditions and regulatory requirements during construction, including air, stormwater, wastewater, waste, wetlands, and other applicable approvals.
  • Develop, review, and maintain construction‑phase environmental compliance plans, permit matrices, and tracking tools.
  • Provide practical guidance to construction teams to proactively manage compliance risk while enabling project execution.

Inspections, Monitoring, and Reporting

  • Coordinate and/or perform environmental inspections and compliance reviews at active construction sites.
  • Track observations, corrective actions, and non‑compliance items through resolution.
  • Support preparation and submittal of required regulatory notifications, certifications, and reports.
  • Maintain organized, audit‑ready compliance documentation consistent with QTS standards.

Cross‑Functional & Contractor Partnership

  • Partners with Development, Construction, Engineering, and Operations teams to embed environmental compliance into project planning and daily execution.
  • Work directly with General Contractors and subcontractors to communicate environmental expectations and verify compliance with permit and contract requirements.
  • Participate in construction and project meetings to provide clear, actionable environmental guidance.
     

Regulatory & Consultant Coordination

  • Support interactions with federal, state, and local environmental agencies related to construction activities.
  • Assist with agency inspections, information requests, and compliance discussions.
  • Coordinate with third‑party environmental consultants supporting permitting, inspections, and monitoring activities.
     

Risk Management & Continuous Improvement

  • Identify construction‑related environmental risks and recommend mitigation strategies consistent with QTS risk tolerance.
  • Contribute to continuous improvement of construction environmental compliance processes, templates, and best practices.
  • Capture lessons learned to strengthen environmental compliance execution across future projects.
  • Other duties as assigned.


What You Will Need to Be Successful:  (Required Qualifications, Education, Experience, Certifications) 

  • Bachelor’s degree in Environmental Science, Environmental Engineering, or a related technical field.
  • 5+ years of experience in environmental compliance
  • Strong working knowledge of environmental regulations.
  • Experience working collaboratively with contractors, consultants, and regulatory agencies.
  • Willingness and ability to travel to construction sites as needed.

  • Experience supporting large‑scale projects (e.g., data centers, industrial, infrastructure).
  • Familiarity with environmental management systems and compliance tracking tools.
  • Ability to balance regulatory rigor with practical, field‑focused solutions.
