Job description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The New York City Department of Correction (DOC) seeks to hire an Assistant Commissioner for Budget and Finance Division. Reporting to the Deputy Commissioner, the Assistant Commissioner will oversee all aspects of financial planning, budget administration, and fiscal operations for the Department. This role manages a large, multi-functional team and plays a critical role in aligning financial resources with the Department’s operational priorities.
- Oversee a team of 70+ staff across 5 units responsible for capital and expense budgeting, financial analysis, banking operations, and headcount management.
- Utilize adaptive budgeting strategies to ensure sufficient funding availability for all fiscal transactions
- Align capital and expense budgets with projected annual expenditures through coordination with internal stakeholders
- Prepare, justify, and defend capital and expense “new needs” requests in each financial plan submission to OMB
- Collaborate with executive leadership to improve staffing models, budgeting processes, and overall operational efficiency across the Department
- Partner with Human Resources to manage both uniformed and civilian headcount, including the Department’s table of organization
- Develop and implement reporting and analytical tools to support data-driven decision-making across financial operations
- Lead internal training initiatives to enhance staff proficiency in financial systems, reporting tools, and best practices
- Support the Deputy Commissioner in preparing for and responding to New York City Council budget hearings
- Oversee all bank and cash operations, including bail intake and property handling for all incoming and released individuals
- Liaise with the NYC Office of Management and Budget (OMB) on all civilian personnel actions, including new hires, promotions, and salary adjustments
ASSISTANT COMMISSIONER (DOC) - 95041
- A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or a related field, plus three years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
- A bachelor’s degree from an accredited college and five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
- A four-year high school diploma or its educational equivalent and nine years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
