Job description

The New York City Housing Authority (NYCHA) is the nation's oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. Position Description Strategic Services is comprised of five diverse teams who provide key business services and drive operational excellence across A&CM. Core functions of Strategic Services include: leading capital planning and financial administration including cost estimating for capital projects; supporting business departments to apply best-practice project management and project controls frameworks; enabling strategic vendor and contract management services; providing business intelligence services across the division to ensure data-driven management and decision-making; and, supporting business operations through supporting human resources management and logistics administration.

The Vendor and Contract Management team within the Strategic Services Department is seeking to hire a Design Build Procurement Led to manage end-to-end design-build procurement for NYCHA capital projects, from RFQ development through contract award and registration. The position ensures procurements are statutorily compliant, administratively defensible, and operationally aligned with NYCHA needs. Candidates should be strong communicators, effective project managers and be subject matter experts in public sector procurements and/or capital delivery. Ideal candidates will have experience working specifically on design-build projects and in or with a New York City government agency or authority.

Key day-to-day responsibilities include

RFQ and RFP Strategy and Development

  • Lead development of project specific procurement documents, particularly RFQs and RFPs, in partnership with Project Managers. Coordinate with Project Managers and technical subject matter experts to ensure design-build solicitations are right-sized and documents include clear performance requirements, an appropriately scaled basis of design, and evaluation criteria that are aligned with project risk and complexity.

Procurement Compliance and Governance

  • Ensure procurements are compliant with NYCHA Design-Build statute, HUD Form 5370, NYCHA Special Conditions, and city and federal procurement rules, as applicable.
  • Ensure all necessary riders are attached to procurement documents.
  • Establish procurement documentation standards that are auditable, protest-resilient and consistent across project delivery teams.
  • Serve as procurement lead for internal reviews, audits, or legal inquiries.

Evaluation and Selection Oversight

  • Manage the full evaluation lifecycle, including evaluation committee formation, training on evaluation protocols and conflicts, technical and price proposal reviews and compliance checks, and interviews, presentations and clarifications.
  • Ensure evaluation outcomes are directly traceable to published criteria, properly memorialized and legally defensible against protests.

Award, Approval and Registration

  • Coordinate award approvals with A&CM stakeholders, procurement policy, NYCHA Legal, OMB/Comptroller/HUD as applicable
  • Manage post-selection activities, including negotiations, final contract assembly, and registration tracking.

Transition to Delivery

  • Ensure alignment with project management teams and DB oversight staff by ensuring procurement assumptions align with contract terms and that scope, alternates and pricing logic are clearly documented.
  • Support issuance of Limited NTP or NTP, where applicable.

Additional Contractual and Procurement Support

  • Support additional procurements necessary for the design build process, such as the selection and onboarding of a Construction Management firm.

  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
