What is your Job Scope?

Job Overview/Summary: IRC seeks a dynamic individual to support the expansion of cash assistance programming in Myanmar. IRC Myanmar has initiated multi-purpose cash assistance programing in order to enable the crisis-affected communities meet their basic needs as they defined and prioritized them in a resilience and dignified manner and reduce the resorting of negative coping mechanisms by the affected population. Currently, IRC Myanmar is working on emergency response assistance program in earthquake affected areas particularly in heavily affected areas and also in Kayin State responding to support the internally displaced communities especially within Kwkareik, Hpapun, and Hpa-An townships. As part of ERD department, IRC will be providing multi-purpose cash assistance to the affected population in collaboration with the local partner organizations and also IRC direct implementation in closely collaboration with different sector in Myanmar.

Major Responsibilities: Under the direct supervision of Senior ERD Manager, Senior ERD Officer will be responsible for the following tasks.

 Program Implementation & Quality Assurance June 2025

  • Support the local partner for the field implementation of Cash and Voucher Assistance (CVA), livelihoods, and broader economic recovery activities, ensuring high-quality assessments, gap analysis, market survey and price monitoring, and reporting processes.

  • Participate in community mobilization for CVA, livelihoods programming including small business grant, vocational training, agriculture, and livestock activities.

  • Conduct regular field visits with program teams to lead and support beneficiary registration, verification, distribution and documentation in line with donor requirements, agency’s compliance, and safeguarding requirements.

  • Monitor on-site delivery of cash distributions, skills training, small business grants, and other livelihood support activities, ensuring timely reporting of findings, issues, and gaps to the supervisor.

  • Conduct joint monitoring visits with MEAL staff to the target recipient communities and other program beneficiaries, compiling feedback to support program improvement.

  • Ensure timely documentation and reporting of field activities, including progress updates, issues, success stories, and lessons learned.

  • Support for the establishment of CFRM, safeguarding, and accountability awareness sessions in communities, ensuring safe reporting pathways and community understanding of rights and entitlements.

  • Provide technical training to partner teams such as ERD Cash Toolkit, L2E/financial literacy, agriculture, and livestock topics, and support team members in delivering community-based training sessions.

Planning, Coordination & Activity Management

  • Lead planning, scheduling, and sequencing of field activities in close consultation with the partner team and Snr ERD Manager to ensure timely accomplishment of registration, verification, distribution, monitoring, and community engagement.

  • Serve as the primary field focal point for assigned location, ensuring efficient day-to-day communication with other departments, partners, and relevant stakeholders.

  • Work closely with the Snr ERD Manager on developing monthly workplans, field travel schedules, procurement requests, and cash forecasts related to ERD programming.

  • Provide consolidated updates on activity progress, contextual changes, challenges, risks, and recommended mitigation measures.

  • Coordinate closely with other program and operational departments (admin, supply chain, finance, MEAL, protection, etc.) to ensure smooth implementation of activity.

  • Maintain strong relationships with local authorities, community leaders, and other relevant stakeholders to support safe access and positive engagement.

  • Perform any other tasks assigned by the Snr ERD Manager to support effective program delivery.
