Position Overview:

ANSER is seeking a Legislative Analyst to support the Organizational and Management Policy Directorate (O&MPD) within the Office of the Director of Administration and Management (ODA&M). In this role you will track and analyze congressional legislation impacting Department of Defense (DoD) equities, coordinate reporting requirements, and deliver timely updates to leadership. You will support legislative processes by providing detailed research, analysis, and content management to enhance situational awareness and decision-making.

Day to Day Responsibilities:

  • Coordinate congressional reporting requirements across ODA&M and track associated deliverables.
  • Conduct legislative research and analyze bills and resolutions, including House, Senate, and conference versions of the National Defense Authorization Act (NDAA).
  • Identify and assess legislative provisions that impact ODA&M equities and compare against DoD-submitted language.
  • Develop side-by-side analyses of legislative text across multiple bill versions.
  • Prepare and deliver weekly updates to O&MPD leadership on congressional activities and developments.
  • Draft official correspondence in accordance with DoD Manual for Written Material guidance.
  • Manage and maintain content within the ODA&M Legislative SharePoint Portal.
  • Administer SharePoint workflows, permissions, and data organization processes.
  • Support coordination efforts between stakeholders on legislative tracking and reporting initiatives.

Required Qualifications:

  • Active Secret security clearance.
  • Bachelor’s degree in political science, public policy, government, or a related discipline.
  • 8+ years of experience supporting legislative analysis, congressional affairs, or policy development within the Department of Defense (DoD) or Office of the Secretary of Defense (OSD).
  • Experience reviewing and analyzing DoD-related legislation, including National Defense Authorization Act (NDAA) and Defense Appropriations Act.
  • Experience supporting DoD legislative processes, including tracking, coordination, and reporting requirements.
  • Experience preparing formal written correspondence in accordance with federal or DoD guidance.
  • Experience managing content and workflows within SharePoint environments.

Preferred Qualifications:

  • Active Top Secret clearance or eligibility for Top Secret Sensitive Compartmented Information (SCI).
  • Master’s degree in a relevant discipline.
  • Strong written and verbal communication skills.
  • Ability to work independently and collaboratively within small teams.
  • Ability to manage multiple priorities in a high operational tempo environment.
