SALARY
$70,993.50 - $88,741.88JOB SUMMARY
Under general direction, assist with developing, implementing and monitoring performance driven management, accountability and resource allocation for City departments; liaison with Tarrant Appraisal District and Tarrant County Tax Office; calculate effective and rollback tax rate; and assist in special projects related to financial matters.Essential Job Functions:
- Assist in the planning, coordination, preparation and monitoring of the City's operating and capital budget by communicating with appropriate City departments; ability to evaluate performance measurements and monitor year-end activities.
- Collect, analyze and evaluate relevant information in accordance with generally accepted auditing
- standards to form an objective opinion on the appropriateness of accountability, economy, efficiency, effectiveness and compliance within the unit under review.
- Develop, evaluate and monitor performance criteria against the stated mission and goals for the City.
- Perform the tasks associated with strong neighborhood initiative.
- Oversee the property collection contract and delinquent tax attorney contract, prepare City's effective tax rate calculation, accounting and reconciliation of property tax accounts.
- Collect tax revenue
OTHER JOB FUNCTIONS:
- Liaison with TAD and Tarrant County.
- Prepare statistical, financial and forecast models.
- Prepare written reports and presentations that clearly communicate program outcomes.
- Perform high level special assignments.
- Perform financial analysis of special projects assigned by the Treasurer or the Chief Financial Officer.
- Review final plats for property tax payment compliance.
- Perform the daily investment and disbursement of City funds, including daily cash duties, wire transfers, and bank reporting.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
- Knowledge of research and analysis methods, survey techniques and statistical and financial analysis.
- Knowledge of principles and practices of administration, organization, management and budgeting as applied to the public sector.
- Knowledge of government accounting and auditing techniques.
- Knowledge of continuous process improvement techniques and practices.
- Knowledge and understanding of tax-exempt and taxable fixed income market and investment securities.
- Knowledge of Texas Property Tax laws and statues as well as those governing property tax abatements.
- Knowledge of bank terminology and bank reporting software.
- Knowledge and understanding of legal requirements for tax-exempt debt issuance and public funds investments.
- Skill in planning, designing and preparing professional reports and analyses for department management and the
- City Manager's Office.
- Skill in effectively communicating conceptual or informative ideas to others in written and oral form, and influencing opinions, attitudes and judgments.
- Knowledge of office and administrative practices and procedures.
- Skill in using PC Software including current Microsoft Office Suite of applications.
- Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
- Skill with organization and attention to detail.
- Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
- Ability to work independently under general instructions.
- Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
- Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
- Ability to prioritize deadlines and tasks.
- Ability to learn new systems and procedures quickly.
- Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
- Ability to understand mathematical calculations involving fractions, percentages, and decimals.
- Ability to work within a set schedule.
Qualifying Education and Experience:
- Bachelor's Degree in Business Administration or related field and three (3) years experience or Master's Degree and one (1) year of experience.
