To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. ________________________________________ Your Team:
Housing Preservation & Development Technology (HPD Tech) is the IT division within HPD. HPD Tech is committed to transform HPD through technology by promoting productivity and eliminating manual processing, shrinking costs, and increasing the pace of work.
The Office of Housing Access and Stability (HAS) of HPD administers rental subsidies, including Section 8, Shelter Plus Care, and Moderate Rehabilitation. Created by the Housing and Community Development Act of 1978, the Housing Choice Voucher program, also known as Section 8, provides assistance to eligible low- and moderate-income families to rent housing in the private market, and forms the majority of assistance HAS administers. HAS has close to 12 work units that directly and indirectly deliver multiple services to tenants, applicants and landlords.
HPD Tech works to improve effectiveness of business processes using core applications for flawless execution. HPD Tech empowers decision makers with access to quality (complete and accurate) information to anticipate and pro-actively react to building, neighborhood and market conditions.
Your Impact
HPD Tech is seeking a Senior IT Project Manager. This position within HPD Tech will oversee a variety of technology projects supporting HPD’s Office of Housing Access and Stability (HAS) vertical. The Senior Project Manager will work to ensure program and project goals are reached.
Your Role
Your role will be to work closely with HPD HAS's stakeholders within business, technology, external agencies and vendors to ensure that efficiency and effectiveness of systems solutions are deployed in support of business objectives. You will oversee the planning, procurement and implementation of IT initiatives affecting the business vertical. Your main duties include project planning, budget management, resource allocation and project implementation for HAS technology projects that is in line with the organization's standards and policies.
Your Responsibilities
- Work closely with HAS project sponsors, cross-functional teams, and other project managers to plan and develop scope, deliverables, required resources.
- Engage with vendors on software development projects
- Cultivate robust and sustainable working relationships between HAS business, vendor, internal and external technology teams to foster a cross-functional team environment
- Identify and remove impediments to prevent distractions
- Create and maintain HAS project and program budgets.
- Create and manage the product roadmap for the HAS program area
- Collaborate closely with the HAS Stakeholders to facilitate release management across teams
- Ensure project documentation are maintained, and communications are timely and effectively distributed
- Contribute to program assessment protocols for evaluation and improvement
- Maintain organizational standards of satisfaction, quality, and performance
- Identify project risks and develop mitigation strategies
- Adhere to internal SDLC and review processes and standards
Preferred skills
- 8+ years of program/project management experience.
- At least 3 years of experience coordinating and/supporting IT business processes.
- At least 3 years of hands-on experience working with vendors.
- PMP Certified
- At least 3 years’ experience tracking and maintaining project financials.
- Exceptional leadership, time management, facilitation, and organizational skills
- Outcome oriented with a strong sense of ownership, with a focus on proactively removing program obstacles, and willingness to go above and beyond to chase down loose ends that lead to successful product delivery.
- Strong collaboration, relationship management communication and written skills for both technical and business communication
- Ability to thrive in a highly ambiguous, fast paced environment where priorities shift rapidly.
- Experience with MS Project/MS Office, TFS, and JIRA or similar tool for managing Agile projects.
- Prior experience working on software projects with a working knowledge of web development.
- Certified Scrum Master
- Experience with managing RFP’s and the NYC procurement and funding process
- Demonstrate understanding of multiple project management life-cycle methodologies (especially iterative development).
- Good judgment, logical thinker, and detail oriented.
- Ability to drive projects to completion
- Familiarity with Oracle database architecture and design
- Familiarity with Client-Server, Web architecture, and software development
- Ability to operate independently within established methodologies, procedures, and guidelines.

COMPUTER SYSTEMS MANAGER - 1005D
- A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
- A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
- A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
