Job description

Under the general direction of a Project Director or Product and Project Management section leadership, the Principal IT Project Manager leads and oversees the delivery of one or more complex enterprise-wide or capital IT projects. This role exercises a moderate to high degree of independence (and discretion) in managing project scope, budget, schedule, and change control to ensure successful and timely project delivery.

You are excited about this opportunity because you will:

  1. Define project scope and requirements in collaboration with stakeholders across Airport departments and business functions.
  2. Develop and manage complex project schedules, adjusting for shifting priorities, risks, and delays to ensure on-time delivery.
  3. Develop, manage, and monitor project budgets, including tracking and timely reporting capital expenditures to program managers and senior leadership.
  4. Lead stakeholder communication and engagement, including briefings, presentations, and ongoing reporting to ensure alignment and transparency.
  5. Coordinate and negotiate resource allocation with operational unit leaders and other project managers, balancing competing organizational priorities and delivery timelines.
  6. Manage procurement activities, including developing statements of work, other documentation, and facilitating timely, cost-effective acquisition in compliance with applicable regulations.
  7. Oversee project tracking, documentation, and closeout, including maintaining key project artifacts, such as stakeholder registers, lessons learned registers and risk registers, and ensuring successful delivery and handoff to operational owners.
  8. Perform other functions outlined in the 1054 IS Business Analyst - Principal job classification.

 

Minimum Qualifications: (THE MINIMUM QUALIFICATIONS MUST BE MET BY THE FILING DEADLINE)

Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field]. AND

Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.

AND

Special Condition – Additional requirement needed for this position: IT Project Management Experience: Experience managing information technology projects including business process analysis and consolidation, overall project control and facilitating among multiple projects and multiple business sections, through the project lifecycle of project initiation, planning, execution, control and closing. Experience must be within the past 5 years.

AND

Physical Requirements: In addition to meeting the minimum qualifications, this position requires sufficient strength and coordination of lifting, pushing, pulling and/or carrying 35 lbs. of computer systems equipment.  It also requires bending, stooping and/or crawling in order to install or repair computer systems hardware (TST029).

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred to for hiring:

  1. Experience delivering capital or construction projects, particularly large-scale technology, infrastructure, or electrical initiatives.
  2. Experience in one or more of the following areas: enterprise network infrastructure (LAN/WAN), cloud infrastructure implementation or migration, data center deployment, or utility-related construction.
  3. Experience implementing enterprise systems, such as ERP, EAM, CRM, or other highly integrated, cross-functional platforms.
  4. Experience implementing technology infrastructure or managing technology projects in security constrained or highly-regulated industries, including aviation, transportation, finance, or healthcare.
  5. Possession of a Project Management Professional (PMP), PRINCE2, or similar project management certification or credential.

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire Evaluation (Training & Experience Evaluation - Weight: 100%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position.  All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

 A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score.

Note: Only those applicants meeting the minimum qualifications will be notified of the exact date, time and/or place for the examinations. Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

 

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
