The Geographic Information Systems (GIS) Technician assigned to Fort Hunter Liggett will support the U.S. Army Sustainable Range Program (SRP) and Integrated Training Area Management (ITAM) program. The programs help minimize environmental impacts associated with military training, document conditions on the installation, and promote sustainable training conditions at the base. The GIS Technician is responsible for developing and managing GIS data, performing spatial analyses, and producing maps and other geospatial products to support the FHL ITAM program and military training activities. This work supports effective training while protecting sensitive resources and promoting the sustainable use of training lands. Additional responsibilities include occasional field data collection and collaboration with ITAM components, military elements, and environmental offices to develop products and support program needs. Day-to-day direction is provided by the FHL ITAM Program Manager.

Essential Job Duties:

  • Provide GIS analysis, map production, and support for FHL and ITAM programs as directed. Prepare data summaries and maps to support training and environmental mitigation, and document land condition status and trends on the installation.

  • Develop and manage GIS data layers and databases.

  • Coordinate with and utilize the Army’s SRP GIS Support Center.

  • Create and maintain geospatial data that is compliant with the standards of the Federal Geographic Data Committee (FGDC) and Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE).

  • Meet with military and other personnel to discuss mapping and database needs. 

  • Utilize ESRI ArcPro to upload collected data into corresponding databases for use by ITAM and Range Operations staff.

  • Prepare annual technical reports with project summaries and recommendations.

  • Collect field data as required to support program needs.

Conditions of Employment:

  • Pre-employment CSU Criminal Background Check (required for new hires)

  • Candidate must be able to comply with all applicable regulations to obtain a Common Access Card (CAC). Additional information regarding eligibility and qualification requirements can be found HERE.

  • Required at a minimum to complete a NACI/SF85 and successfully pass a federal background check to remain eligible for employment by CSU.

  • Eligible to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.  Foreign nationals shall not be hired without prior approval of the Government

  • Valid driver’s license or the ability to obtain a driver’s license by the employment start date. Must maintain a valid driver’s license and meet CSU standards for driving throughout the course of employment.

Minimum Qualifications:

  • Bachelor’s degree in geography, environmental studies, natural resources or related field with an emphasis in GIS.

  • A minimum of two years of professional experience where GIS was the primary duty.

  • Demonstrated knowledge and experience with ArcGIS and/or ArcPro software and extensions, geospatial data and database development.

  • Demonstrated experience with digital cartography and applying GIS to natural resources or environmental planning.

  • Experience with PC software environment and using Microsoft Office applications such as MSWord, Excel, Access and Outlook.

  • Ability to work outdoors for occasional surveys and data collection in variable terrain and weather conditions.

Preferred Job Qualifications:

  • Successful completion of GIS certificate program.

  • Experience with digital field data collection and GPS.

  • Experience communicating effectively with a variety of audiences, both verbally and in writing.

  • Knowledge of FGDC metadata standards and SDSFIE standards desired.

  • Experience with GIS image processing, classification and interpretation/mapping including mapping land cover, vegetation types and disturbance using a variety of imagery and field validation.

  • Experience managing a variety of data using tools such as MS Excel, MS Access and other software.

  • Ability to prepare data summaries, basic statistical analyses and technical reports.

  • Experience with the Army’s Integrated Training Area Management (ITAM) or experience supporting SRP GIS projects.

  • Experience working on a military installation.

Salary Range

$65,000-$75,000
