Are you an experienced Framework Director with a strong background in delivering major public sector programmes?
Do you have experience leading multi‑disciplinary teams across complex construction and infrastructure frameworks?
Are you able to provide strategic leadership, consistency of delivery, and trusted client engagement within a complex public sector environment?
If so, we are looking for an experienced Framework Director to lead the delivery of a significant public sector multi‑disciplinary framework across the North of England.
You will possess the skills and experience to provide strategic and operational leadership across a large, integrated team drawn from multiple disciplines including Project Management and design services. You will be accountable for performance, capability, quality, and consistency of delivery across the framework.
This is a client‑facing leadership role, acting as the primary senior interface with the public sector client. You will oversee delivery across a portfolio of commissions, ensuring contractual compliance, governance, performance reporting, and continuous improvement in line with framework objectives.
As Framework Director, you will hold overall responsibility for the successful delivery, governance, and ongoing management of the framework, ensuring services are delivered in accordance with the agreed scope, KPIs, commercial arrangements, and quality standards.
You will also provide senior oversight and assurance on complex and high‑profile projects, acting as the point of escalation where required and supporting Project Directors and Commission Leads as needed.
You will be supported in this role by senior leaders across the Programme, Project and Cost Management business, operating with like‑minded experts who share a passion for collaboration, innovation, and delivering value‑driven solutions for public sector clients.
Main aspects of the role:
- Provide overall leadership and accountability for the delivery of a significant public sector multi‑disciplinary framework
- Act as the senior client interface, building and maintaining trusted, long‑term client relationships
- Establish and maintain effective framework governance, assurance, and reporting structures
- Lead and coordinate multi‑disciplinary teams to ensure seamless, consistent service delivery
- Provide oversight of project and programme performance, including quality, cost, schedule, and risk
- Act as the point of escalation for complex delivery, commercial, or client issues
- Manage framework financial performance, resourcing forecasts, audits, and reviews
- Drive a culture of collaboration, best practice, and continuous improvement across the framework
- Support professional development, mentoring, and progression of key framework personnel
- Ensure compliance with framework contracts, public sector procedures, and internal governance requirements
- Identify and develop framework growth opportunities, extensions, and additional commissions
- Support bid activity related to framework renewal, expansion, or related public sector opportunities

Here’s what we’re looking for:
Minimum requirements and qualifications
- Extensive experience delivering public sector programmes through major frameworks
- Proven experience in a senior leadership role within a construction or professional services consultancy
- Demonstrable experience leading large, multi‑disciplinary teams
- Strong understanding of public sector procurement, governance, and assurance requirements
- Track record of successfully delivering complex, high‑value programmes and portfolios
- Experience overseeing pre‑ and post‑contract services including feasibility, cost planning, tendering, and delivery
- Excellent client‑facing skills with the ability to operate as a trusted senior advisor
- Strong commercial and financial management capability
- Excellent interpersonal, communication, and leadership skills
- Ability to work collaboratively across service lines and disciplines
- Commitment to high‑quality service delivery and continuous improvement
- Construction‑related degree (or equivalent)
- Chartered status with RICS, CIOB, APM or ICE.
