Key Responsibilities

Capital Sourcing and Project Procurement

  • Lead end-to-end procurement activities for capital projects, including EPC, engineering services, equipment, and other project-related spend.
  • Engage with Engineering, Operations, Technology, and other stakeholders from early project definition through execution and project close-out.
  • Ensure procurement strategies are aligned with project objectives, timelines, and risk profiles.

Strategic Sourcing & Supplier Negotiation

  • Manage RFx processes, bid evaluations, commercial assessments, and supplier selection for capital projects.
  • Lead complex commercial negotiations, supported by fact-based cost analysis, benchmarking, and TCO modeling.
  • Drive competitive sourcing outcomes while ensuring contractual robustness and risk mitigation.

Cost Optimization & Value Creation

  • Identify and deliver cost optimization, value engineering, and productivity improvement opportunities across capital categories.
  • Track, validate, and report CapEx savings and cost avoidance in alignment with Procurement and Finance governance requirements.
  • Support continuous improvement initiatives that enhance procurement effectiveness and value contribution.

Supplier Management & Performance

  • Establish and maintain strategic partnerships with key capital equipment suppliers, EPC contractors, and engineering service providers.
  • Lead supplier performance reviews, risk assessments, and continuous improvement initiatives to ensure delivery excellence and supply continuity.
  • Ensure suppliers meet company expectations related to quality, safety, compliance, ethics, and sustainability standards.

Compliance, Governance & Risk Management

  • Ensure all capital procurement activities fully comply with corporate policies, approval matrices (PR/PO), and applicable regulatory requirements.
  • Enforce contract discipline, documentation standards, and audit readiness throughout the full project lifecycle.
  • Uphold the highest standards of professional integrity, ethical sourcing, and risk management.

Qualifications

Education & Experience

  • Bachelor’s degree in Engineering, such as Mechanical, Electrical, Industrial Engineering, or a related technical discipline, is required. An advanced degree is a plus.
  • Minimum 10 years of procurement experience in manufacturing or industrial environments, with substantial exposure to capital procurement and project-based sourcing.
  • Demonstrated hands-on experience managing EPC, engineering services, and capital equipment sourcing activities.

Technical & Functional Competencies

  • Strong expertise in RFx execution, cost modeling, TCO analysis, and complex contract negotiations.
  • Solid understanding of capital project procurement processes, supplier risk management, and SRM best practices.
  • Experience with ERP systems, eSourcing platforms, and procurement data analytics tools.
  • Exposure to Lean, Six Sigma, or structured project management methodologies (e.g., PMP) is an advantage.

  • Demonstrates the highest standards of professionalism, integrity, and accountability.
  • Strong stakeholder management and influencing skills; capable of constructively challenging assumptions and driving cross-functional alignment.
  • Comfortable operating in a fast-paced, project-driven environment with multiple concurrent initiatives.
  • Fluent in English and Mandarin, both written and spoken.

Preferred Certifications

  • CPSM, CIPS, CSCP, PMP, or equivalent professional certifications.
