Pay Grades:
Appraiser I: Hiring Range: $24.06 to $27.07 Hourly
Appraiser II: Hiring Range: $27.48 to $31.38 Hourly

JOB SUMMARIES:
Appraiser I:
Hiring Range $24.06 to $27.07 Hourly (PLEASE NOTE: hiring offers will be made within this range).
Performs data gathering and basic appraisal functions to support the overall assessment process of residential, land, and agriculture properties within an assigned geographic area. Primary duties involve field discovery of omitted property, the verification of sales data, and the systematic review of building permits to maintain current property records. The incumbent responds to taxpayer inquiries regarding basic property characteristics and valuations, performing the preliminary review work essential for processing valuation appeals. This role provides critical support in the collection and preparation of evidence for County Board of Equalization and abatement hearings, participates in the annual protest and appeals process as well as assisting staff with documentation for higher-level appeals in District Court or the State Board of Assessment Appeals. Participates in the biennial reappraisal of residential, land, and agricultural properties. Additionally, the incumbent participates in ongoing professional training, and assists with various departmental tasks to ensure efficient office operations. Performs other duties as assigned.
Full salary range is $24.06 to $29.33 Hourly (range of potential position compensation).

Appraiser II:
Hiring Range $27.48 to $31.38 Hourly (PLEASE NOTE: hiring offers will be made within this range).
Performs mass appraisals and comprehensive data gathering functions for assessment purposes, including field work as directed by supervisors. The incumbent is responsible for responding to taxpayer inquiries regarding property valuations and characteristics, and performing the detailed review work necessary for processing valuation appeals. A key function of this role is the preparation and presentation of individual property cases for County Board of Equalization and abatement hearings, utilizing statistical analysis and market data. Assists in the development of single-property appraisals consistent with USPAP Standards 1 and 2; may provide expert witness testimony and prepare cases for higher-level appeals involving District Court, Arbitration, or the Board of Assessment Appeals. Participates and leads portions of the biennial reappraisal of residential, land, and agricultural properties. Additionally, the position participates in (and may occasionally conduct) ongoing professional training and continuing education. Performs other duties as assigned.
Full salary range is $27.48 to $34.31 Hourly (range of potential position compensation).

Appraiser I

ESSENTIAL JOB FUNCTIONS:

  • Valuation & Appraisal: Under supervision, performs appraisals using market data, property records, and mass appraisal techniques; conducts appraisals on residential properties, manufactured housing, and vacant land.

  • Property Discovery: Utilizes building permits, site plans, and documentation to list and classify property; identifies omitted or destroyed property via aerial photography and door-to-door re-inventory.

  • Data Verification: Confirms property sales to ensure the accuracy of the mass appraisal model for the biennial countywide reappraisal; interacts with various departments to collect and verify valuation data.

  • Geographic Responsibility: With supervision, responsible for setting value and ensuring basic audit compliance within assigned geographic areas and property classes.

  • Public Interaction: Responds to taxpayer inquiries regarding basic assessment, valuation, property tax classification, and Colorado property tax law; interviews property owners to obtain pertinent appraisal information.

  • Technical Support: Enters and retrieves information via computer systems to update records and conduct research; assists in the administration of changes to property tax laws and procedures.

  • Operational Support: Provides clear and effective oral and written communications; assists with the appraisal of various other property types as needed.

  • Field Work: Performs a combination of office-based tasks and field-based inspections, which may require travel throughout the county.

  • Professional Conduct: Maintains the highest professional and data integrity standards.  Performs other duties as assigned.

Appraiser II

ESSENTIAL JOB FUNCTIONS:

  • Expand on Appraiser I responsibilities: Performs increasingly complex assignments, maintaining high data and personal integrity.

  • Valuation & Appraisal: Under supervision, performs increasingly complex appraisals using market data, property records, and mass appraisal techniques; conducts appraisals on residential properties, manufactured housing, and vacant land.

  • Property Discovery & Verification: Utilizes building permits, site plans, and documentation to classify and value property; discovers omitted or destroyed property via aerial photography and door-to-door re-inventory.

  • Data Accuracy: Confirms property sales to ensure the integrity of the mass appraisal model for the biennial countywide reappraisal; collaborates with other departments to verify valuation data.

  • Public & Professional Communication: Responds to specific inquiries regarding assessment, classification, and tax law; ensures all oral and written communications are clear, professional, and effective.

  • Field Operations: Conducts a balance of office-based analysis and site-specific field reviews, requiring travel throughout Mesa County.

  • Operational Support: Enters and retrieves computer data to maintain records and performs other related duties as assigned.

  • Professional Conduct: Maintains the highest professional and data integrity standards.  Performs other duties as assigned.

Minimum Requirements:

Valid Driver's License required

Education and Experience:

Appraiser I

Any combination of education, training and experience providing the knowledge, skills and abilities required for the job.  Real Estate, Appraisal, or Assessment experience is desired.

Licenses and Certifications:

Initial licensing is not required; an Ad Valorem Appraiser License must be obtained within 2 years of hire.
 

Appraiser II

Appraisal course work, training and continuing education to maintain license requirements and progressively responsible experience.  Any combination of education, training, and appraisal experience providing the required knowledge, skills and abilities.
 

Licenses and Certifications:
Ad Valorem Appraiser Licensure required.  Higher-level license or certification is desired.

Supplemental Information:

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

  • This position requires standing, stooping, sitting, bending, twisting, and lifting (up to 10 pounds).

  • Work is generally an equal mixture of a standard office environment and field work.

  • Field work is primarily within populated areas, but may occur in remote areas of the county where direct communications are unreliable.

  • While performing site reviews on properties incumbent may encounter domestic and wild animals or livestock.

  • Appraisers may work in a variety of settings and locations.

  • The employee is frequently exposed to dirt, smoke, fumes, extreme heat and cold, outside atmospheric conditions, traffic noise, and dust for sustained periods of time.

  • The employee may be exposed to conditions such as fumes, noxious odors, mists, gases, and poor ventilation which may affect the respiratory system, eyes, or the skin.

  • The employee is frequently exposed to loud noise, high-speed and high-volume road conditions, construction sites, and other traffic hazards.
