The Human Resources Manager provides leadership to the HR Division of the Clerk of the Superior Court and provides transactional and consultative support to management so they can hire, manage, train, and retain a qualified, engaged, and productive workforce.

We Require
Five years of professional human resources experience, which includes at least two years of supervisory experience
Bachelor’s degree in Human Resources Management, Public or Business Administration, or related field
Post-secondary degrees or professional-level-related experience may substitute for education or experience on a year-for-year basis
We Also Value
Public Sector experience
Certification(s) through an HR recognized governing body, such as a SHRM-CP or HRCI PHR
Job Contributions
Provides strategic leadership for all Human Resources functions, including employee relations, recruitment, compensation, benefits, position management, performance management, leave administration, HR compliance, HR related training, payroll, and records
Consults with leadership on staffing needs, organizational structure, reorganization efforts, and position management. Analyzes jobs, evaluates work performed, organizational systems, and ensures classifications and staffing align with business processes for efficiency and effectiveness, and directs the implementation of improvements
Advises managers, supervisors, and employees on personnel policies, employment laws, department procedures, complex employee relations matters, performance management, and job-related expectations. Monitors legal and legislative changes affecting HR programs and recommends policy and procedural updates
Directs efficient recruitment, selection, and onboarding practices, ensuring timely delivery of qualified candidates in compliance with all employment laws. Manages complex recruitments, including those requiring executive search firms
Provides administrative direction and oversight of leave management, FMLA, ADA, EEO, HIPAA, FLSA, and other regulatory compliance issues
Directs and conducts internal investigations, mediates disputes, issues guidance on corrective action, prepares disciplinary documents, recommends appropriate levels of discipline, and responds to legal inquiries and EEOC matters
Serves as the office’s point of contact for escalated HR matters, including litigation, discrimination complaints, and unemployment hearings. Consults with legal counsel and Directors as needed for employment law-related inquiries
Designs, coordinates, and delivers HR training for staff, supervisors, and management
Contributes to strategic planning related to Human Resources and supports the office’s mission, vision, and values
Leads, develops, and evaluates a team of professional and administrative HR staff
Fosters effective working relationships with internal stakeholders and external partners; demonstrates professionalism, fairness, and responsiveness in all interactions

Working Conditions
Mostly office setting in a high-volume, fast-paced environment, building constructive relationships with people both similar and different from oneself in an open, friendly, and accepting way

Requires long periods of sitting while completing computer activities
May require travel to and from job-related locations during a scheduled workday, subject to County policies regarding the use of County vehicles and/or private vehicle use on County business
