Position Summary

The Director of Cost Control & Procurement is a strategic and hands-on leadership role responsible for overseeing project cost management, procurement strategy, and commercial performance across large-scale heavy civil infrastructure projects. This role ensures disciplined cost control, optimized sourcing, and contract execution to drive profitability, mitigate risk, and support successful project delivery.

The role works closely with operations, finance, estimating, schedulers, and executive leadership to improve visibility into project cost and schedule performance, proactively identify risks and opportunities, and support practical, data-driven decision-making. The Director is expected to strengthen existing processes, implement best practices, and drive consistent, disciplined cost and commercial management across projects.

Key Responsibilities

Cost Control & Financial Oversight

  • Lead the development and implementation of project cost control systems, processes, and reporting frameworks across active projects
  • Monitor project budgets, forecasts, cost trends, and earned value metrics, strengthening existing practices to ensure accurate financial tracking and clear performance visibility.
  • Provide executive-level reporting on cost performance, risks, and opportunities
  • Establish consistency standards for cost coding, tracking, and forecasting methodologies
  • Partner with project teams to proactively identify cost risks and implement mitigation actions

Procurement & Strategic Sourcing

  • Develop and execute a comprehensive procurement strategy for materials, equipment, and subcontracted services
  • Lead sourcing, vendor prequalification, bid evaluation, and contract negotiations
  • Establish and maintain strategic supplier and subcontractor relationships to ensure competitive pricing and reliable delivery
  • Drive standardization of procurement processes, tools, and contract terms across projects
  • Identify opportunities for bulk purchasing, long-lead material planning, and supply chain optimization

Procurement Contract & Commercial Management

  • Oversee contract administration, ensuring alignment with project scope, schedule, and commercial terms
  • Support negotiation and management of subcontract agreements, change orders, and claims
  • Ensure compliance with contractual, legal, and regulatory requirements
  • Collaborate with legal and risk teams to mitigate commercial exposure

Leadership & Team Development

  • Lead and mentor a team of cost engineers, procurement specialists, and analysts building a high-performing function.
  • Establish performance expectations, development plans, and succession strategies
  • Foster a culture of accountability, collaboration, and continuous improvement

Cross-Functional Collaboration

  • Partner with estimating during preconstruction to validate pricing, procurement strategies, and risk assumptions
  • Collaborate with operations to align procurement and cost control with project execution plans
  • Work with finance to ensure accurate financial reporting, cash flow management, and audit readiness

Qualifications

Education & Experience

  • Bachelor’s degree in Construction Management, Engineering, Supply Chain, Finance, or related field (Master’s preferred)
  • 12+ years of experience in heavy civil construction, with at least 5 years in a senior leadership role
  • Proven experience managing cost control and procurement on large-scale infrastructure projects (e.g., highways, bridges, transit, water infrastructure)
  • Strong knowledge of construction contracts (e.g., DB, DBB, CM/GC, DBFOM)

Technical & Professional Skills

  • Deep expertise in cost management systems, forecasting, and earned value management
  • Strong procurement and supply chain management experience
  • Proficiency in construction and ERP software (e.g., Vista, Oracle, Procore, HCSS)
  • Strong analytical, financial, and problem-solving capabilities

Leadership Competencies

  • Strong business acumen and ability to connect financial performance with operational execution.
  • Proven ability to influence senior stakeholders and drive organizational change
  • Exceptional communication and executive presentation skills
  • Results-driven with a focus on operational excellence and continuous improvement

Work Environment:

  • This permanent role is based in Pittsburgh PA in an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
  • Work assignments are diversified. Interpret, comprehend, and apply complex material, data, and instruction – prepare, provide, and convey diversified information.
  • Minimal physical effort required. Work is mostly sedentary but does require walking, standing, bending, reaching, lifting, or carrying objects that typically with less than 10 lbs. (e.g., papers, books, files and small parts, etc.). Moderate dexterity – regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination.
  • Work has periodic stress due to frequent goals and deadlines, and responsibility associated with the role.
