Job description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for staff, visitors, volunteers, and people in our care. Importantly, safe jails enable DOC to provide people in our care with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledge experts.
The Department seeks a candidate to serve as the Deputy Commissioner of Administration. Reporting to the Senior Deputy Commissioner for Administrative Operations and exercising a high degree of independent judgment, the Deputy Commissioner will serve as the Department’s executive staffing manager and oversee the assignment and management of uniformed personnel. The Deputy Commissioner will establish and oversee a Roster Management Unit responsible for monitoring staff assignments, status, and scheduling across all facilities. The position will also develop and implement policies and procedures governing staff leave, modified duty, and related personnel matters, and create an assignment classification system to ensure staff are deployed appropriately throughout each facility. This work will be carried out in consultation with the Remediation Manager to support compliance with the Department’s consent judgment and associated court orders.
The Deputy Commissioner will also lead periodic reviews of staff employment status and facility-based personnel operations to strengthen accountability, improve deployment practices, and modernize staffing models across the Department. This work will include reconciling tables of organization with actual personnel placement schedules, analyzing overtime usage, auditing tour commander certification reports, reviewing rotation and steady tour charts against personnel placement schedules, and ensuring the Department has processes in place to address potential abuse of employment status, including where disciplinary action may be warranted. In addition, the Deputy Commissioner will oversee the Department’s initiative to civilianize selected posts by developing a plan to reduce reliance on uniformed staff for functions that can appropriately be performed by civilian personnel. This work will support the development of a revised post analysis rooted in correctional best practices and designed to move the Department away from outdated staffing models.
Preferred Skills
- Competitive candidates will have significant expertise in correctional operations and correctional staffing administration in other systems outside of the New York City Department of Correction.
- Extensive experience managing staffing, scheduling, and personnel deployment in a large, complex, 24/7 operation.
- Demonstrated ability to develop and implement policies, procedures, and systems that strengthen staffing accountability and operational efficiency.
- Strong experience analyzing staff deployment, leave, modified duty, and overtime usage
- Proven ability to lead complex operational reviews and work effectively with executive leadership, facility leadership, human resources, and budget staff.
- Strong analytical, project management, and problem-solving skills.
- Excellent written, verbal, and interpersonal communication skills.
- Strong leadership presence, sound judgment, and a practical, solutions-oriented approach.

- A Master’s Degree from an accredited college in Public Administration, Personnel Administration, Business Administration, Human Services, Criminal Justice, Political Science, Psychology or an equivalent/related field, plus five years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
- A baccalaureate degree from an accredited college with a major in Public Administration, Personnel Administration, Business Administration, Finance, Human Services, Criminal Justice, Political Science, Psychology or an equivalent/related field, plus seven years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position.
- A four-year high school diploma or its educational equivalent and eleven years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
