Turner & Townsend are seeking an experienced Senior Cost Manager / Quantity Surveyor to act as the day‑to‑day client interface on a large‑scale, multi‑year hyperscale data center campus currently under construction. This role will support one of the largest data center capital programs in the region, comprising multiple data center buildings, extensive power and utility infrastructure, and long‑term phased expansion.
This is a senior client‑facing position requiring excellent communication skills, strong commercial judgment, and the ability to operate independently while contributing to a collaborative project team. The successful candidate will provide leadership, direction, and high‑quality cost management services aligned with Turner & Townsend’s values, delivery standards, and commitment to excellence.
Responsibilities:
- Estimating and negotiating change orders throughout the construction lifecycle.
- Provide estimate and cost planning to include producing and presenting the final cost plan.
- Review and participate with the design services team and general contractor in the development of cost estimates.
- Reconcile changes and assist the general contractor to ensure that their data is accurate.
- Communicate or meet with the general contractor and owner of project manager to gather status information to prepare a cost estimate update.
- Prepare written comments to the general contractor’s submissions, including the executive summary.
- ercial and cost management interface for the client, providing clear and confident communication on cost status, risks, and recommendations.
- Prepare and present cost plans, estimates, funding summaries, and cash flow forecasts across all project phases.
- Collaborate with design teams, A/Es, and general contractors to support cost development, design progression, and cost certainty.
- Lead pre‑ and post‑contract cost management, including forecasting, contingency management, and cost reporting.
- Validate general contractor and subcontractor pricing, quantities, and supporting documentation.
- Estimate, review, negotiate, and reconcile change orders and variations in accordance with contract requirements.
- Maintain and reconcile commitment, contingency, and cost forecast logs, tracking performance against approved budgets.
- Manage interim valuations, cost checks, and payment recommendations.
- Administer post‑contract cost variance analysis and support final account close‑out.
- Coordinate cost inputs from suppliers, subcontractors, direct procurement, and consultants.
- Support and participate in value engineering and design optioneering exercises.
- Produce monthly and executive‑level cost reports, including written commentary on risks and recommended actions.
- Mentor junior team members and contribute to strong commercial governance and best practice delivery.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
- Bachelor’s degree in Quantity Surveying, Cost Management, Construction Management, Engineering, or related field
- 5–7+ years of experience in a cost management / quantity surveying role within the construction industry
- Experience leading cost management on medium to large, complex construction projects (mission‑critical, industrial, infrastructure, or large commercial projects preferred)
- Strong post‑contract, change control, and cost reporting experience
- Construction consultancy background highly preferred
- RICS accreditation or working toward chartership preferred
- Solid understanding of procurement routes, value management, and value engineering
- Excellent communication, stakeholder engagement, and leader
