Job Description – Real Estate & Procurement Manager (Slovenia, JG5)

Purpose of the Role

The role is responsible for managing real estate processes, property portfolio activities, regulatory compliance, and all required government and global reporting in Slovenia. This position focuses on cost efficiency, timely delivery, simplification, and improved operational control. The role collaborates closely with Engineering, Finance, Operations, Territory manager and Legal to ensure full compliance and accurate reporting across the portfolio.

1.     Real Estate & Property Portfolio Management

·        Manage the property portfolio including acquisitions, leases, extensions, renegotiations, and divestments.

·        Oversee documentation for property registrations, cadastral updates, building number registration, land-use compliance and permitting, and transaction records.

·        Ensure proper management of property contracts, payments, documentation and system updates.

·        Ensure all real estate processes comply with Shell governance and Slovenian regulations.

2.     Regulatory & Government Reporting

·        Prepare and submit construction permits, land-use change submissions, building approvals, and commissioning documentation.

·        Prepare environmental reports for Shell global and government including waste, emissions, groundwater/soil documentation, status of leases and compliance filings.

·        Submit mandatory reporting for EV, LNG, and hydrogen infrastructure to relevant energy agencies (when applicable).

·        Execute operational and market regulatory reporting including fuel/energy market obligations and inspections.

·        Prepare property tax submissions, cadastral updates, and other real estate-related regulatory filings.

3.     DOVAMO Collaboration

·        Serve as the real estate and regulatory focal point for DOVAMO.

·        Align decisions with asset lifecycle strategy, investment cases, and planning frameworks.

·        Support prioritization and risk-based decision-making.

4.     Stakeholder & Contractor Management

·        Manage relationships with landlords, legal advisors, contractors, and service providers.

·        Coordinate activities with internal teams including Network, Finance, Operations, Legal, and Engineering.

·        Represent Shell in interactions with government bodies, municipalities, and regulatory authorities.

5.     Sourcing & Supplier Management

·        Identify, evaluate, and select suppliers based on price, quality, service, and reliability.

·        Conduct market research to identify new potential vendors and cost‑saving opportunities.

·        Maintain and update the approved supplier list.

·        Build and manage strong supplier relationships to ensure consistent performance.

·        Monitor supplier compliance with contractual obligations and service-level agreements (SLAs).

6.     Negotiation & Contracting

·        Negotiate pricing, terms, and conditions to achieve best value for the company.

·        Prepare, review, and administer procurement contracts and framework agreements.

·        Ensure all contracts meet legal, regulatory, and company policy requirements.

·        Support contract renewals, amendments, and performance evaluations.

7.     Purchasing Operations

·        Process purchase requisitions and convert them into purchase orders in the ERP system.

·        Ensure accuracy of purchasing documentation, records, and reporting.

8.     Cost Control & Optimization

·        Continuously seek cost-reduction opportunities through better sourcing, negotiation, and consolidation.

·        Analyze spending trends and prepare cost-saving initiatives.

·        Monitor total cost of ownership (TCO) and supplier performance indicators.

9.     Compliance & Risk Management

·        Ensure all procurement activities comply with internal policies, quality standards, and local regulations.

·        Identify procurement risks and develop mitigation plans.

·        Maintain ethical and transparent sourcing practices.

10. Cross-Functional Collaboration

·        Work closely with finance, operations, and other internal stakeholders to understand needs.

·        Support demand planning and inventory management activities.

·        Assist in resolving issues related to quality, delivery, or invoicing.

11. Reporting & Analysis

·        Prepare regular procurement reports (earnings, spend analysis, savings, supplier performance).

·        Maintain procurement dashboards and KPIs.

·        Provide insights to management to support strategic decisions.

12. Strategic Procurement (optional for senior roles)

·        Develop and implement procurement strategies aligned with company goals.

·        Lead category management initiatives.

·        Participate in long-term budgeting and forecast planning.

13. Leadership & Governance

·        Ensure alignment with internal governance frameworks, processes, and compliance requirements.

·        Support capability building for internal real estate and regulatory processes.

·        Promote collaboration and high standards across all supported functions.

Accountabilities

·        Full compliance with all regulatory, environmental, construction, energy, and real estate reporting requirements.

·        Timely and accurate government reporting across all required domains.

·        Accurate documentation and proper governance for real estate and compliance matters.

·        Effective coordination with stakeholders and regulatory agencies.

·        Support cost efficiency, simplification, and operational control under the in-house model.

Skills & Requirements

·        Experience in real estate management, regulatory compliance, or property administration.

·        Strong understanding of construction permitting, environmental reporting, and energy infrastructure regulations.

·        Ability to manage relationships with government authorities, landlords, and service providers.

·        Excellent communication, analytical, and problem-solving skills.

·        Commercial awareness and experience with contracts and cost processes.

·        Bachelor’s degree in real estate, engineering, law, economics, or related field.

·        Fluency in Slovenian and English.
