Purpose: This position will serve as the GCCO for assigned Johnson & Johnson Companies. The GCC Officer leads and drives the GCC Program to ensure business practices and activities are compliant with J&J guidelines, regulations and legislative requirements. They serve as a government compliance expert to key stakeholders and leaders, exercising judgement to mitigate risk and providing oversight, policy interpretation, guidance, and support ensuring the business integrates GCC compliance principles into strategic plans, tactics, and processes.

You will be responsible for:

  • Partner with assigned operating companies and functions to ensure the GCC Program effectively prevents and/or detects violations of law, regulations, and policies by ensuring implementation and execution of an effective compliance program. 
  • Serve as consultant, reviewer, and approver for business activities involving GCC risks to support ethical decisions and ensure compliance with laws, regulations, and company policies related to government contracts and pricing programs, while also enabling compliant business execution and fostering sustainable growth.   
  • Collaborate with assigned operating companies and functions to implement GCC requirements into operational policies and procedures.
  • Provide appropriate guidance, education, training, and regular communications on GCC to all relevant stakeholders.  
  • Assess the ongoing applicability of GCC guidance documents to assigned company functions.
  • Conduct risk assessment evaluations to detect process gaps & inconsistencies, develop and implement appropriate mitigation plans aligned to prioritized risks, in collaboration with assigned company leaders and key stakeholders.
  • Support Global Audit & Assurance and other company functions related to GCC auditing and testing as the subject matter expert on GCC risks and controls.
  • Develop and execute monitoring activities to assess compliance with GCC requirements.
  •  Lead management responses and action plan implementation with assigned company leaders and stakeholders to close identified gaps. 
  • Respond to complaints and reports of potential misconduct through appropriate investigations and escalations, consistent with Company policies and procedures. 
  • Coordinate and conduct investigations on escalated events which pose actual or potential GCC non-compliance.
  • Interface with legal counsel regarding GCC requirements and interpretation and work with key stakeholders to ensure no unintended consequences to government contracts or pricing programs.
  • Perform other duties as assigned.
  • J&J company/function assignments subject to change based on business or departmental requirements.
  • Travel 15% domestically or internationally, as needed.

Qualifications/Requirements:

  • Bachelor’s degree.
  • Minimum of 8 years of business experience, with at least 3 years in health care compliance, government contracts compliance, or a related area, such as finance, auditing, contracting.
  • Experience reviewing & synthesizing complex data to identify compliance risks and develop appropriate controls and processes to address new/changing risks.
  • Demonstrating ethical behavior.
  • Knowledge of laws and regulations governing federal and state contracting and pricing programs, anti-kickback, and false claims.
  • Proven track record as a self-starter with the ability to work through ambiguity, manage complexity, influence people, and deliver results in a matrix environment.
  • Ability to work on-site in a collaborative, open environment at minimum three days per week.
  • Experience working as an HCC or GCC officer, or US Government compliance officer preferred.
  • Current Certified Compliance & Ethics Professional (CCEP®) and/or Certification in Healthcare Compliance (CHC®) status preferred.
  • Experience in development and implementation of a compliance program aligned to the organization's risk profile preferred.
  • Experience working in the Pharmaceutical or Med Tech sector preferred.
  • Demonstrated success with project management preferred.
  • Knowledge of Federal Acquisition Regulations (FAR), US Health Care Reform laws; financial or auditing practices; government programs such as Medicaid, Medicare, 340B and Veterans Health Care preferred.
  • Knowledge of common healthcare industry sales practices and the interrelationship between commercial and US federal programs preferred.

The anticipated base pay range for this position is :

$122,000.00 - $212,750.00

Additional Description for Pay Transparency:

Subject to the terms of their respective plans, employees are eligible to participate in the Company’s consolidated retirement plan (pension) and savings plan (401(k)).

Subject to the terms of their respective policies and date of hire, employees are eligible for the following time off benefits:

Vacation –120 hours per calendar year

Sick time - 40 hours per calendar year; for employees who reside in the State of Colorado –48 hours per calendar year; for employees who reside in the State of Washington –56 hours per calendar year

Holiday pay, including Floating Holidays –13 days per calendar year

Work, Personal and Family Time - up to 40 hours per calendar year

Parental Leave – 480 hours within one year of the birth/adoption/foster care of a child

Bereavement Leave – 240 hours for an immediate family member: 40 hours for an extended family member per calendar year

Caregiver Leave – 80 hours in a 52-week rolling period 10 days

Volunteer Leave – 32 hours per calendar year

Military Spouse Time-Off – 80 hours per calendar year
