Duties and Responsibilities:
Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
Formulates and defines system scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements in order to use this knowledge to for the development or modification of moderately complex information systems
Analyzes business and user needs, documents requirements, and revises existing system logic difficulties as necessary
Guides and advises less-experienced Business Systems Analysts
Works in some phases of systems analysis and considers the business implications of the application of technology to the current business environment
Leads requirements analysis, validation and verification, ensuring that requirements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable
Elicits requirements using interviews, document analysis, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, competitive product analysis, task and workflow analysis, and/or requirements workshops
Recommends and provides insight into the best techniques in business analysis on projects
Works closely with business leads in the development and execution of project strategy and facilitate negotiations and settling of conflicting priorities that may arise among parties
Evaluates and analyzes activities on a large scale and stream projects with an understanding of the business needs so as to be able to shape and craft business solutions to meet the desired results
Collects and analyzes business requirements and transfers the same knowledge to the development team(s)
Communicates relevant information to management
Reviews and/or prepares documentation and specifications in accordance with methodology
Leads internal teams, when necessary
Suggests areas for improvement in internal processes along with possible solutions
Facilitates requirements prioritization based on business value
Manages changes to requirements through effective use of change control processes and tools
Balances technology and business issues as well as communicates appropriately with both technology and business experts
Performs other related technology duties and projects as assigned
Minimum Qualifications:
Graduation from an accredited college or university with a relevant degree, 3-5 years of experience, or an equivalent combination of education and experience
Knowledge of business analysis, delivering software implementations and/or software development projects working in all phases of the SDLC; knowledge of customer management
Skill in delivering business analysis and functional and technical project artifacts including use cases, user stories, requirements definitions, process definitions, and user interface designs; skill in using Microsoft Office, Visio, and Project; skill in building relationships as a trusted advisor with good judgment and a willingness to be honest and candid in tough situations
Ability to think analytically, solve problems to complex business processes, and document results; ability to work on multiple tasks at any one time while maintaining high quality standards; ability to perform industry research to clarify, define, or satisfy technology or business process issues; ability to monitor and manage project scope and enforce change management; ability to develop contingency plans where appropriate; ability to Identify opportunities for improvement and make constructive suggestions for change; ability to set and continuously manage customer expectations; ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally
and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
Demonstrates technological intuitiveness
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
Required to be on call 24 hours
May be required to work more than 40 hours during the workweek
May be required to work weekends
This position may need to satisfy the requirement of completing and passing an assessment during the employment process
Preferred Certification/License:
Business Analysis, Lean Six Sigma, and/or Project Management certifications
