We are currently seeking a Vice President of Development to lead Silverado’s national expansion strategy. You are responsible for driving ground‑up development and selective acquisitions of purpose‑built memory care communities. You will partner closely with the Executive Chairman, CEO, and CFO to shape market strategy, secure entitlements, and deliver high‑quality communities from concept through licensing and opening. This role blends strategy, execution, and leadership and is ideal for a development leader who believes the end product is more than a building - it’s a life‑changing community.

What you’ll be doing:

  • Define and present development strategy, market metrics, and growth recommendations to executive leadership for approval
  • Conduct rigorous market analysis to identify high‑potential markets aligned with Silverado’s strategic plan
  • Source and secure raw land and acquisition opportunities for new memory care communities
  • Lead land use entitlement efforts, including zoning, CUPs, CEQA, and alignment with city and county master plans
  • Oversee projects through the full entitlement phase to ensure fully entitled, shovel‑ready sites
  • Assemble and lead external teams of architects, engineers, and general contractors
  • Negotiate professional service and construction fee structures
  • Oversee design development and construction documentation to secure building permits for purpose‑built memory care communities
  • Provide executive oversight of ground‑up construction projects (typically 70–90 units), ensuring delivery on schedule, on budget, and to Silverado’s quality standards
  • Coordinate closely with Operations, Legal, Purchasing, Plant Operations, and Home Office teams to transition projects from construction to licensed operations
  • Secure all required approvals, including Fire Department sign‑offs, Certificates of Occupancy, and final state licensure

Qualifications:

  • 10+ years of experience in real estate development within senior living, healthcare, or multifamily environments
  • Proven success delivering ground‑up developments, ideally purpose‑built healthcare or senior housing communities
  • Strong knowledge of entitlement processes, zoning, and regulatory requirements across multiple jurisdictions
  • Ability to travel up to 50% of the time across multiple states
  • Demonstrated “player‑coach” leadership style with experience managing internal and external stakeholders
  • Strong financial, analytical, and negotiation skills
  • Strategic thinker with hands‑on execution capability in a growth environment

Anticipated pay range
$180,000-$250,000 USD
