Quality Manager - ConstructionGreenfield Copper & Gold Project – Yorke Peninsula, South Australia
Senior Owner’s Team leadership role establishing and governing project‑wide quality systems
End‑to‑end quality accountability across EPCM‑managed and Owner‑managed work packages
Initially Adelaide office based with transition to Site-based (transition during execution; timing aligned to construction readiness and field activities)
Project Summary:
Rex Minerals is an Australian mining company dedicated to the development of its flagship A$1.0B Copper-Gold Hillside Project located on the Yorke Peninsula in South Australia. The project will be a significant contributor to the South Australian economy and is providing employment opportunities for locals and for those looking to move to the area.
Hillside is in a highly attractive regional location approximately 150km from Adelaide and is one of the largest copper/gold projects under development in Australia. The project is fully approved and early-stage site access work, major Highway diversions, site utilities and awarding of contracts and building the team to execute the project has commenced.
KBR is a global provider of full life cycle professional services supporting clients in delivery of major projects like Hillside and is providing expertise as part of an Integrated Owners team delivering the Project on behalf of Rex Minerals.
About the role:
The Quality Manager Construction (Owner’s Team) is accountable for establishing, implementing, and governing the project’s quality management framework to ensure assets are delivered in accordance with contractual, regulatory, and operational requirements.
The role provides independent quality leadership across design, procurement, construction, commissioning, and handover, working closely with EPCM partners, contractors, and operations readiness teams to embed a “right‑first‑time” quality culture across the project.
This role is critical in ensuring fitness for purpose, compliance, and long‑term asset integrity for a major greenfield processing operation.
Key Responsibilities:
Establish and maintain the Project Quality Management System (QMS) aligned with ISO 9001 and project governance requirements
Define quality strategy, objectives, standards, and key metrics across all project phases
Provide Owner’s Team oversight of EPCM and contractor quality systems, ensuring alignment with contractual and project requirements
Review and approve project and contractor Quality Plans, ITPs, inspection/testing regimes, and acceptance criteria
Lead quality assurance and quality control activities across engineering, procurement, fabrication, construction, and commissioning
Manage non‑conformances (NCRs), corrective and preventive actions, and lessons learned processes
Ensure quality requirements are embedded into contracts, procurement strategies, and scopes of work
Conduct audits, surveillance, and quality reviews to verify compliance and drive continuous improvement
Partner with Construction, Commissioning, and Operations Readiness to ensure effective handover, documentation, and asset acceptance
Provide quality performance reporting to Project Leadership and governance forums
Skills & Experience Required:
Essential
Significant experience (typically 10+ years) in quality management on major capital projects within mining, heavy industry, or infrastructure
Demonstrated success establishing and governing project‑wide quality systems on greenfield developments
Strong working knowledge of ISO 9001, quality assurance methodologies, and construction quality control
Experience working with EPCM delivery models and multiple contractors
Ability to influence senior stakeholders and drive a strong quality culture in complex delivery environments
Tertiary qualification in Engineering, Quality, or a related technical discipline
Successful incumbents must reside in South Australia for the duration of the project.
Desirable
Experience within an Owner’s Team or integrated Owner/EPCM delivery environment
Copper, base‑metals, or process plant project exposure
Lead Auditor qualification (ISO 9001)
Experience supporting commissioning and operations handover
