Job description

Reporting to the Manager, Educational Services and Events, the Program Officer acts as a senior liaison with the educational community pertaining to pedagogical programs related to Canada’s Parliament. The incumbent plans, develops, implements, coordinates and evaluates educational initiatives and programs, including special events, educational resources, legislated cultural programs and the Teachers Institute on Canadian Parliamentary Democracy, to support Parliament and parliamentarians in increasing the public’s awareness and appreciation for parliamentary democracy in Canada.

The incumbent performs the following duties:

  • Plans, coordinates, and delivers educational programs, events, legislated cultural programs and the Teachers Institute by supporting recruitment activities, liaising with partners, coordinating event logistics, developing program materials and enhancing overall participant experience.
  • Monitors updates and changes to provincial and territorial curricula and contributes to the development and continuous improvement of educational programming and resources. 
  • Acts as a main point of contact for educators, guest speakers, advisory bodies, contractors, partners, and stakeholders to support program and event delivery.
  • Develops key documentation like project plans, educational resources, briefing materials, communications products, social media content, event scenarios, logistical documentation and other program content to support outreach and engagement activities.
  • Resolves day-to-day operational issues and adapts to changing priorities to ensure successful program implementation.

Education:

  • A post-secondary education in a field related to the duties of the position OR an acceptable combination of relevant education, training and experience.

Experience:

  • Experience in the development, coordination and drafting of written communication products for target audiences, promotional initiatives, and program planning documents.
  • Experience in managing multiple programs simultaneously and working with various internal and external stakeholders, including acting as a representative for the institution/organization.
  • Experience in the planning and implementation of educational programming and events.
  • Experience in resolving conflicts, problem solving and communicating effectively in high-pressure situations.

Knowledge:

  • Knowledge of Canadian and Parliamentary history, the federal government, and the roles and responsibilities of parliamentarians.
  • Knowledge of education theory, teaching techniques and current pedagogical methods in Canadian education, including adult learning.
  • Knowledge of parliamentary protocol, administrative structure, policies and procedures to facilitate hosting events with parliamentarians and high-ranking government officials.
  • Knowledge of event and project planning methodologies, procedures, and practices.
  • Knowledge of Canadian provincial curriculum and trends in the field of education.

Asset Criteria:

  • Experience coordinating complex or large-scale special events.
  • Experience working with teachers, schools, or educational associations.
  • Experience coordinating procurement activities, contracts, or external suppliers.
  • Knowledge of instructional designs for classroom and adult learning.

Operational Requirements:

  • Ability to work occasional weekends and evenings to ensure program and event delivery.

Conditions of Employment:

Education and experience requirements will be used to determine which candidates will be asked to participate in the next stage of the selection process.

This selection process may include a second-language evaluation, a written exam, and an interview. The interview will consist of behavioural, situational and knowledge-based questions. Candidates will be required to pass each stage in order to move to the next stage of the selection process.

Qualified candidates from this selection process may be considered for determinate or indeterminate positions at the Library of Parliament that require similar knowledge and/or competencies.

Satisfactory references and proof of education are essential conditions of appointment.
