About the Opportunity:
Seekr is seeking an experienced and mission-driven Facility Security Officer (FSO) to lead and manage all aspects of the company's security program at our Reston, Virginia facilities. As the primary security authority for our company, the FSO will be responsible for ensuring full compliance with the National Industrial Security Program Operating Manual (NISPOM) / 32 CFR Part 117, safeguarding National Security Information, and cultivating a strong security culture across the organization.
This is a critical leadership role that requires someone who can operate with minimal oversight, build a compliant security program from the ground up, and serve as the trusted liaison between Seekr and U.S. Government oversight agencies.
Duties and Responsibilities:
PROGRAM MANAGEMENT & NISPOM COMPLIANCE
- Serve as the primary point of contact for Seekr's FCL, managing all obligations under the NISPOM (32 CFR Part 117) and applicable government directives.
- Establish, implement, and continuously refine a comprehensive Industrial Security Program tailored to Seekr's operations and cleared workforce.
- Prepare, submit, and track all required reports, certifications, and notifications to the Defense Counterintelligence and Security Agency (DCSA).
- Maintain and update Seekr's Standard Practice and Procedure (SPP) manual and all associated security plans and policies.
PERSONNEL SECURITY
- Manage all personnel security clearance actions, including submitting investigations via the National Background Investigation Services (NBIS) portal, clearance processing, tracking, education and training, reporting, read-ons (indocs) & debriefs
- Conduct security briefings, annual refresher training, and debriefings for all cleared employees.
- Oversee the administration of security clearance access rosters and ensure timely reporting of adverse information and security incidents.
- Process and review Visit Authorization Requests (VARs) and ensure proper verification of visitor clearances.
CLASSIFIED INFORMATION & PHYSICAL SECURITY
- Manage the receipt, storage, transmission, reproduction, and destruction of all classified materials in compliance with government standards.
- Administer and maintain access control systems, CCTV, intrusion detection systems, and other physical security infrastructure for the Reston facilities.
- Conduct regular self-inspections and vulnerability assessments; prepare corrective action plans as required.
- Manage access to restricted and classified areas, ensuring only appropriately cleared and need-to-know individuals are granted access.
VISITOR CONTROL & ACCESS MANAGEMENT
- Maintain accurate visitor logs and manage badging systems for employees, contractors, and government visitors.
- Review CCTV recordings and coordinate with facility management on physical security incidents.
- Analyze and verify identification documents and security clearance eligibility in accordance with government and company policy.
TRAINING & SECURITY AWARENESS
- Develop and deliver a robust security education, training, and awareness (SETA) program for all employees, including new hire security orientations.
- Provide specialized training on insider threat awareness, counterintelligence indicators, and information security best practices.
- Serve as a resource and subject matter expert for employees on all matters related to classified information handling and security protocols.
GOVERNMENT LIAISON & REPORTING
- Act as Seekr's primary liaison with DCSA, contracting agencies, and other government oversight bodies.
- Coordinate with senior leadership and legal counsel on evolving security requirements, regulatory changes, and contract obligations.
- Lead investigations of security incidents and violations; prepare and submit required reports to the government as appropriate.
Qualifications:
REQUIRED
- Active DoD Security Clearance at the Top Secret level; eligibility for TS/SCI is required.
- Minimum of 3-5 years of experience as an FSO, AFSO, or in a directly related industrial security role.
- In-depth working knowledge of the NISPOM (32 CFR Part 117), DCSA policies, and the National Industrial Security Program (NISP).
- Demonstrated experience managing personnel security clearance actions, classified material control, and physical security programs.
- Proficiency with government security systems including NBIS, DISS, and NISS.
- Strong organizational, communication, and problem-solving skills with the ability to manage competing priorities in a fast-paced environment.
PREFERRED
- Bachelor's degree in Security Management, Criminal Justice, Intelligence Studies, or a related discipline.
- Industry certification such as ISP (Industrial Security Professional) or FSO Program Management certification from CDSE.
- Experience supporting a small business or startup environment in establishing a new FCL and security program.
- Experience with electronic access control systems, CCTV platforms, and physical security technology administration.
