Position Summary
The Program Manager is responsible for the efficient delivery of all outputs in accordance with contract requirements. This responsibility includes the oversight and performance management of all contract staff, as well as all deliverables and associated reporting. The Position is also responsible for ensuring the quality of all work products and verifying that all activities comply with federal and Department security policies, data protection requirements, and applicable technical and accessibility standards.
Essential Duties And Responsibilities
• Serve as the primary point of contact for the Government's Contracting Officer’s Representative (COR), ensuring a transparent and collaborative partnership.
• Direct the entire contract lifecycle from initiation through closeout, ensuring all contractual obligations, deliverables, and performance standards are met or exceeded.
• Oversee multiple, concurrent training development and technology projects for both the Training Technology and Innovation Division and the Training Design and Development Division.
• Proactively identify, assess, and mitigate program risks and issues, maintaining a risk register and communicating status to all stakeholders.
• Provide direct leadership and performance management for all contract staff.
• Prepare and deliver formal program updates and all required reporting to government leadership and the COR.
• Develop and implement a Quality Control Plan (QCP) to ensure all work products and deliverables meet the highest standards of quality and are fully compliant with federal and Department-specific policies, including security protocols, data protection requirements, and accessibility standards before submission.
• Other tasks as required.
Qualifications, Knowledge And Skill Required
• 10 years of experience in eLearning project, program, or contract management
• BS/BA degree in Business or training-related field
• A minimum of 5 years of KPM experience on federal government service contracts of similar size, value and complexity, as well as a Project Management Professional Certification (PMP), Program Management Professional (PgMP), or PMI Agile Certified Practitioner Certification (PMI-ACP). Alternately, if no certifications are present, there will be a minimum of 7 years of KPM experience on federal government service contracts of similar size, value and complexity
• Demonstrated expert understanding of the digital training business
• Demonstrated ability to perform complex program oversight
• Demonstrated experience with project planning, monitoring, and financial activities related to program management
• Demonstrated creativity and flexibility in when creating estimates, scope, and requirements, as well as throughout the project lifecycle
• Demonstrated experience with government contract management and reporting contract requirements to a contracting officer’s technical representative for the US government
• Demonstrated strong communication skills, including experience briefing government leadership and providing formal program updates with metrics
• Demonstrated understanding of cutting-edge analytics to provide program analysis and accountability to management
Physical And Environmental Requirements
• May be required to use computer screen for extensive periods of time.
• Extended working hours and travel may be necessary.
