The Safety Manager shall lead quality assurance, quality control, and safety oversight across all program operations. This role ensures SOSi facilities, personnel, equipment, and mission activities meet the highest standards of safety, compliance, and operational excellence—both during routine readiness and high‑tempo emergency response missions.

The QA/QC Safety Manager is a critical guardian of program integrity, ensuring safe working environments, regulatory compliance, and continuous improvement across all related functions.

Essential Job Duties

Ensures compliance with OSHA, NFPA, EPA, and other applicable federal, state, and local safety regulations. Leads safety briefings, training, and awareness campaigns for staff and deployable teams.
  • Quality Assurance & Quality Control: Establishes QA/QC standards, procedures, and performance metrics for ERSS operations. Conducts inspections, audits, and evaluations of facilities, equipment, and operational processes. Tracks non‑conformances, corrective actions, and continuous improvement initiatives. Maintains documentation required for ASPR reporting, audits, and compliance reviews.
  • Emergency Response Support: Provides safety oversight during emergency activations, deployments, and surge operations. Supports Incident Command or Unified Command structures as a safety advisor or technical specialist. Ensures safe operations in field environments, including staging areas, deployment sites, and mobile facilities.
  • Environmental Health & Safety (EHS) Oversight: Monitors environmental controls, hazardous materials handling, waste management, and indoor air quality. Ensures proper use of PPE, safety equipment, and emergency response gear. Oversees accident investigations, incident reporting, and root‑cause analysis.
  • Coordination & Communication: Collaborates with operations, logistics, facilities, and medical teams to ensure integrated safety practices. Coordinates with federal partners (HHS/ASPR, FEMA, DoW) and local authorities on safety and compliance matters. Provides clear, actionable safety guidance to leadership and field personnel.
  • Program Administration: Maintains safety records, training logs, inspection reports, and QA/QC documentation. Supports development of SOPs, safety plans, and quality management plans. Prepares reports, dashboards, and briefings for program leadership and government stakeholders.

Minimum Requirements

  • Bachelor’s degree in safety management, public health, business or public administration, or related field.

  • Experience conducting inspections, audits, and safety training.

  • Certifications such as CSP, CHST, CQA, OSHA 30/50, or equivalent.

  • Experience developing or managing QA/QC or safety programs for large, complex operations.
